n Diddy comes' mansions and an art Carnival revived after 40 years with help from a chart topping music artist but we begin with that investigation into the deadly catastrophic collapse of the Francis Scott keybridge in Baltimore late today news that the bodies of two victims have been found they were trapped inside a submerged pickup truck near the center portion of the bridge the search for the remaining victims continues and as the investigators dive into the case today ntsp agents boarded th
e ship they retriev the data recorder that's essentially the ship's black box they're expected to hold a news conference in the next hour we have new images tonight at traffic camera on the bridge recording the moments before the accident you see the ship there slowly entering the screen from the right we're going to speak with former Coast Guard captains about the challenges of this investigation first Transportation correspondent GI T leads us off from Baltimore tonight authorities recovering
two bodies from the river and searching for four people still missing after that catastrophic bridge collapse in Baltimore divers located a red pickup truck submerged in approximately 25 ft of water in the area of the middle span of the bridge divers recovered two vehic two victims of this tragedy trapped within the vehicle those victims identified as 35y old Alejandro Hernandez Fuentes and 26-year-old Doran Caba today we transitioned from search and rescue to recovery we need to bring a sense o
f closure and comfort to the families chilling new security camera video from that doomed Bridge showing the final minutes before disaster those flashing lights on the right side of the Francis Scot Key Bridge believed to be a construction crew filling potholes early Tuesday and in the water off to the right the dolly that 95 5,000 ton cargo ship the crew reported losing power and steering issuing a mayday before slamming into the bridge the camera cutting out the bridge collapsing eight constru
ction workers on that bridge plunging into the river two surviving still missing and presumed dead Miguel Luna a father of three from El Salvador and minor swaso Sandoval from Honduras a father of two Sandoval's Brother Martin saying he was the fundamental pillar of the family divers back in the chilly murky Waters today also using underwater drones to search for the victims and it's raining again now here in balmore all day long we've been seeing these weather conditions affecting those recover
y efforts and even underwater it's very dangerous for the divers with all that mangled metal for the first time today Federal investigators boarding that nearly 1,000 ft long cargo ship now reviewing the vessel's data recorders and interviewing crew members still on the ship saying they are cooperating the main Focus tonight why that ship suddenly lost power and control investigators looking at several possibilities including whether contaminated fuel played a role we don't have a confirmed answ
er as to what exactly the power issue was we know that the power issue uh connected and meant it was an inability for there to be proper steering and proper adjustments on the uh on the on the vessel but we do not have uh any further details as of yet until a further investigation is completed that ship passing inspections in 2023 the Singapore Port authori saying in a statement the ship experienced momentary loss of propulsion Tuesday and was unable to maintain the desired heading and collided
with the Francis Scott Key bridge and tonight more praise for the authorities who in the roughly 90 seconds between the ship's Mayday call and the moment of impact stopped traffic on the bridge p on traffic on the Key Bridge uh there's a ship approaching has just lost their steering likely saving lives if not for several factors including those responders efforts the Mayday call the maintenance closure that was already underway and the time of day of this impact the loss of life might have been
in the dozens and Gio bonitz is of course there at the scene of that deadly collapse joining us now Gio I do know the Coast Guard actually just announced some new details about this incident obviously still in the early stages but what are they saying yeah Trevor this just happened moments ago the Coast Guard said that the ship was actually undergoing engine maintenance in the port before it lost power and slammed into the Key Bridge Trevor all right very very interesting new details Gio bonitz
in Baltimore for us tonight Gio thank you and now we want to bring in retired Coast Guard captains Ed Paige and Steve White they each serve 30 years in the Coast Guard they now run the nonprofit Marine Exchange of Alaska it's focused on aiding safe and responsible maritime operations gentlemen thank you both for joining us uh let's start there's a lot of angles to this but I want to start with the recovery efforts for those road crew workers who fell into the river can you give us a sense of how
a search and rescue search and Recovery like this would work and the challenges that the divers might face yeah Hoy Trevor uh really the the search and rescue phase is over now that's the initial response and they're going to be moving to a more deliberate uh recovery situation through a unified command uh it's been set up and that it it will be complex it will uh uh but that's why they use this system it's really meant to bring different agencies uh together and also manage all the different r
esources under one structure and that that phase will be going down and it's important to note that during this phase after the initial you know hey you you rush into the to to the fire you rush into a response it's much more deliberate at this phase at the same time of course as this is a multifaceted operation very different efforts but just as complicated as the Coast Guard working to refloat and clear that ship from the channel given this is such an active Port what are some of the challenge
s in that operation they'll break this up into different operational groups so one group will be looking at the vessel what do we need to do with this vessel do we need to take off containers do we need to lighter it in place can we get it to a a safe place with tugs and again in a measured Manner and then there'll be another group that's looking at hey how do we help get the the transportation covered the removal of debris the surveying of the area um are there other risk that have been created
by this incident that that need to be looked at so they will break all this up into into specialized op groups with uh with expertise that are looking at that uh not just removing the ship but uh recovery of the transportation system and we have heard that this bridge was built to withstand a strike from a ship at the time it was built of course today's ships are much much bigger uh Steve do you see a need for changes to accommodate today's larger ships is that even possible yeah man Trevor tha
t is a a hard question to answer you know you could answer it in very succinctly and say yes but it is such a dynamic process as there are more and bigger ships out there and more smaller ships out there so the the the change to the maritime system with these bigger ships uh requires infrastructure to change where infrastructure it's not like a date came out and said hey we're going to have bigger ships on this date and everything's going to be ready for it it's a slow process and there's a lot
of work going on right now throughout the country to to make our transportation system more resilient to these bigger ships but in the meantime there's a lot of measures that can be done using what is out there a lot of it's uh procedural amount of work and time it's going to take to make the Patapsco River passable it's already brought operations at the Port of Baltimore to a halt want to go to our Elizabeth schy at the port with more hey Trevor well you know 80 billion dollar in cargo passed t
hrough the Port of Baltimore here last year and every day that this port is shut down that means that companies have to find alternative routes for shipping right now you can see right behind me there's actually a vehicle carrier that is stuck it's loaded up but it cannot get out of the Port there are about 10 big ships right now that is one of them that cannot leave other ships are not coming in and the port of balore says that its operations are delayed indefinitely until the wreckage gets cle
ared out then of course those routes need to get back up and running so what we're seeing in the meantime is companies are coming up with alternative routes the good news is that up and down the East Coast there is some capacity at other ports in States like New York New Jersey we're also looking at some companies diverting uh shipping into Virginia so there has been some capacity that's been built up companies have become a little bit more resilient in their supply chain planning because of the
pandemic there is a possibility though that as those routes are changed up there could be delays for consumers a lot of the economists I've been talking to say those delays are more likely to be days instead of weeks but as this drags on there will be bigger impacts mostly on the on the economy here in Baltimore and that could trickle across to the National economy too there are about 15,000 workers who are directly employed with the port secretary uh Transportation secretary Pete budes did say
today they have about 8,000 workers who are out of jobs right now because of the closure that's $2 million in lost wages every day so a big focus is on trying to make sure that there is this effort to rebuild as time goes on the bottom line here still though Trevor is this is a snag in the supply chain and as the rebuilding gets underway it is going to take some time to untangle Trevor all right Elizabeth schy even a snag of course can cause problems from the Port of Baltimore thank you very mu
ch Elizabeth next tonight to the breaking news former Democratic Vice Presidential nominee Joe Lieberman has died Lieberman was the founding co-chairman of the No Labels party where Chief Washington correspondent John Carl reports on his life and Legacy Joe liberman who came within a few hundred votes in Florida of becoming the first Jewish vice president in American history had a career that was defined by breaking barriers and breaking down party lines he served four terms in the Senate repres
enting his home state of Connecticut a progressive on most domestic issues but a hawk on foreign policy liberman was one of the leading Democratic supporters of both Wars in Iraq in 2000 Al Gore tapped him to be his running mate making liberman the first Jewish American nominated on a major party ticket in the Senate liberman struck up an alliance with a Republican John McCain unafraid of defying fellow Democrats he often irritated members of his own party so much so that he lost the Democratic
primary for his seat in 2006 but he came back to win anyway as an independent he endorsed his friend John McCain for president in 2008 speaking at the Republican National Convention and was even under serious consideration to be McCain's running mate one of the more unique careers of any modern politician John Carl joins us now so John uh liberman was involved in this no labels effort can you tell us a little bit about what that was and how it was working I mean Trevor this is a guy who was inde
pendent to the end he was a co-founder of No Labels and even in recent weeks was involved in the effort by no labels to come up with a bipar is in third party ticket that would take on both Biden and Trump classic Joe liberman uh independent as I said right until the end yes to the very end and of course I would love to get your perspective John you knew liberman very well you covered him for years what do you think of when you look back on his legacy I mean I I have to say just from a a persona
l standpoint I I can't begin to tell you how many times I interviewed Joe liman over the years how much time I spent with him uh as a senator as a vice presidential candidate uh as an independent so as a Democrat as as an independent and then uh in his support of of John McCain and the thing that always struck me is the the kindness of the man I mean I had make no mistake some contentious interviews with leverman over the years he never avoided questions he was always willing to engage with the
Press uh he felt that it was a part of his job and he felt that uh that those of us who were running around Capitol Hill as I was as a young reporter when I first uh met him uh had an important job to do that we weren't just asking questions on behalf of ourselves but we were asking questions upon you know on behalf of all of the people who read our article see us on on on television cover you know follow our coverage of the news so we felt that it was a part of his duty in communicating with th
e rest of America a really a really good guy a really decent human being and what nicer thing could you say to somebody after they just passed John Carl thank you very much next tonight to Rockford Illinois 90 mies west of Chicago where a horrific scene has unfolded at least four people were killed in a stabbing spree through a neighborhood several others were bad injured and ABC's Alex Perez has that story tonight at least four people are dead and five others injured after a man went on a stabb
ing spree in and around Rockford Illinois West of Chicago Rockford Police saying the first calls came in around 1:15 p.m. the suspect first confronting a woman in her home the young lady ran from him she got some uh uh stab wounds in their hands in her face she's currently at a hospital and she is intubated she is in serious condition the suspect attacking multiple people throughout the neighborhood including a postal worker before being apprehended by a sheriff's deputy authorities now trying t
o make sense of this horrific crime words can't even express the my thoughts right now and Trevor still so many unanswered questions in all this authorities say a Good Samaritan who was trying to fend off that suspect was also injured investigators now working to determine a motive in all of this Trevor Alex for us Alex thank you very much and tonight the east coast is bracing for some heavy rain there's flood watches from Florida all the way up to Maine a very wet 24 hours ahead several inches
of rain expected along the coast from DC New York and Boston that's going to last through Thursday and that same system dumps some heavy snow in Minneapolis actually after a record War winter in the midwest March has now been the snowiest month buers back-to-back storms hitting the West Coast will they come east our Senor meteorologist Rob Marcy is now here with the forecast Rob what do we expect well Trevor yeah those those storms are going to come east and looks like we're getting more cold ra
in and some snow for that matter on both coasts with these storms that are smattered across the country first up here in the East we've got flood watches that are posted for parts of Florida North Carolina into Eastern New England Coastal flood alerts as well and that goes up into Chesapeake Bay the rains already along the Eastern Seaboard they'll increase as that low kind of rides the coastline and pushes all that moisture up into parts of Boston it's going to be a mess there throughout the tod

now for much more on this is ABC News legal contributor Brian buckmire uh Brian so we've got the sources they say that among this among what appeared to have been a mess Left Behind as is often the case with Federal rates uh law enforcement took some computers other electon devices does that mean anything to you and when do you think if ever we might find out what they took here what it suggests to me is that the allegations that Rodney Jones Jr had in his civil suit are something of a of a pla
ybook for law enforcement because in that lawsuit unlike the other four before that including Cassandra Ventura or otherwise known as Cassie Ronnie Jones says that not only does he have video on his phone but also that Sean com supposedly has surveillance and recording videos in his home that could corroborate some of his allegations so it seems like La enforcement took that information as going the next mile now in terms of when we might see it question may be never the question may be during t
he indictment it all depends on what's on those recordings and how law enforcement decides to proceed going forward it's one thing to conduct this raid to investigate you know try to gather more information it's another thing to make an arrest and file some charges and also you mentioned the Rodney Jones lawsuit he had he had alleged there was a drug mule this man Brendan Paul now Brendan Paul has been taken into custody allegedly had some drugs on him uh in his in his luggage I believe does tha
t mean anything number one in towards corroborating these allegations for the Rodney Jones lawsuit but also just bad news for Sean coms well first and foremost let's say this so legal and standards doesn't get mad with me there seems to be no connection yet but if you look at the civil lawsuit the way that Ronney Jones has photographs of Brendan Paul the Syracuse basketball player that somehow has a connection to sha Colmes now he's getting arrested supposedly on his way to Shan coles's uh air u
h aircraft or whatever it may be this seems like it could be a bad situation for both Paul and maybe even sean comes I practice in the southern districts of New York they do not play around and what could happen here is if there is a connection between Paul and Shan comes they could be leaning on Paul now to try to get more information about if there is in fact an actual connection trying to get that connective tissue between Rodney Jones's allegations in his civil suit calling him a drug meal w
hy he has drugs on him and what this connection is with Sean Colmes and if there's a connection he could be cutting a deal sooner rather than later or this could be completely separate altogether right I don't think any of us want our home to look like how that video looked like after a raid as we said Can often look like that uh after Federal officials or agents are conducting this kind of an investigation but we know that Sean C's attorney claimed this is an excessive show of force and hostili
ty I believe Shan comes compared it to the military do you make anything of that is this kind of standard procedure it is very standard procedure unfortunately as a former public defender here in New York and also doing some federal cases here is uh that's what you typically see they are not kind and polite they don't put your things back uh but in terms of the excessive use of force it's my understanding that one they did find weapons in the home and two they might have been told that there are
weapons in the home and when law enforcement gets that information they conduct themselves as such so they're breaking into these homes where they don't know who's there how many weapons are there how large a facility is and so they will show some use of force in terms of their armor and their weapons that they have that's pretty standard when you get information that appears to be to them in this case M and of course there are many more chapters left to be played out as we watch this unfold th

hich would be a risk to the administration of justice the trial is set to start April 15th and also in New York City they have approved the first in the nation congestion pricing plan the Metropolitan Transportation Authority approved a $115 toll for drivers heading into the heart of Manhattan that plan will be in effect from 5:00 a.m. to 900 p.m. on weekdays and 9:00 a.m. to 9:00 p.m. on weekends Transit officials say the move is aimed at reducing traffic and pollution and it could raise up to
a billion dollars a year for Transit improvements the congestion pricing is expected to take effect in June and some big changes are coming to Dollar Tree stores the company is Raising its maximum price to $7 the retailer CEO says the price increases due to a wealthier customer base he noted the Company's fastest growing demographic are customers earning at least $125,000 a year higher cost items will reportedly include food pet and personal care items the price hike comes weeks after the compan

ttle bit of sunshine [Music] Good Morning America welcome back it's a global problem and in some places it's only getting worse according to the Wilson Center 137 women and girls are killed by a family member or an intimate partner every single day it's called femicide and in Tura it is a crime that is only increasing ABC's Maggie r travel to Istanbul to meet the women rising up against it they're holding us back they're scared of us they close more and more streets every year we are still here
even though all the oppression women blocked by police yet determined to be at this year's women's March in Istanbul we've been walking in circles but every entrance is barricaded we just got rejected from this one they're not even letting press through right now this March has been banned for the past 4 years police say it's because protests can only be held in designated places you can hear thousands of women protesting right now they are all defying a band set by the Turkish police every sing
le one of them is risking arrest to be here right now to fight for women's rights AR tells us she got here 6 hours ago and has been waiting inside a coffee shop to avoid the barricades well women's rights are basically non-existent in Turkey right now and within the past 10 15 years femicide rates have been rising and we've been in a very bad situation as a country well women are facing off with police [Applause] here just a few minutes away they're getting flowers all day long we've been seeing
women walk around with flowers and a kind stranger here even handed me one it's a beautiful celebration of women but activists say what they really want to see is these flowers turn into laws that actually protect women so you're busy today we meet Fon anelim for coffee a spokesperson for we will stop femicide the leading Women's Rights group in the early 2000s turkey was seen as a progressive force in the region a beacon of democracy and human rights but Fon tells us she thinks the country is
back in rates of femicide the deliberate killing of a woman have been increasing according to we will stop femicide between 2014 in 2024 3,850 women were killed the vast majority of them by intimate partners and in new numbers released just this month this past year 338 women were murdered by men in turkia while 2 48 women were found dead under suspicious circumstances the only year in which femicides decreased was 2011 the year the Istanbul convention was signed that's a legally binding Interna
tional agreement combating violence against women turkey was the first country to sign the convention in 2011 but then in 2021 they became the first and only country to withdraw I understand that islamist and conservative critics say that the isil convention went against traditional Family Values what do you think they mean when they say traditional Family [Music] Values Fon says pulling back women's rights has a direct impact on the lives of real women in Turkey we travel about an hour from the
center of Istanbul to the home of Aisha gusu hello hello thank you so much for having us thank thank you she tells us she was forced to marry her parents had passed and she went to live with her brother her husband was about 20 years [Music] older fore speech foreign forign speech foreign fore speech she shows us where she says he hit her spee fore after years of violence that almost killed her she left she tells us she was forced to live on the streets tried to take her own life cutting her wr
ists with a Razer so your husband never went to jail for anything he did to [Music] you for speech foreign speech finally she took her husband to court to get a divorce but there he slashed the throat of a witness killing him a crime he was finally imprisoned for he died before finishing his term amidst Rising rates of femicide the Turkish Ministry of family and Social Services released a public statement on social media [Music] for they've also published a series of videos about violence agains
t women we reached out to the Turkish government to ask what other steps they're taking to tackle gender-based violence they have not responded to our inquiry activists say that instead of videos they need real laws and women Istanbul refused to let Aisha's story and the stories of thousands of other women like her be forgotten in Turkey we are constantly losing our rights here and as woman it's important for us to all stay together as night approaches the crowds at the March only grow hundreds

he Francis Scott keybridge in Baltimore late today news the bodies of two victims have been found they were trapped inside a submerged pickup truck near the center portion of the bridge the search for the remaining victims continues and as investigators delve further into the case today NTSB agents boarded the ship they retrieved the data recorder which is the ship's Black Box they were expected to hold hold a news conference momentarily and we will have that live for you we also have new images
tonight a traffic camera on the bridge recording the moments before the accident the ship slowly there on the right entering the screen those flashing lights on the bridge are the construction workers recording stops when the bridge is struck our Gio bonitz leads us off from Baltimore tonight authorities recovering two bodies from the river and searching for four people still missing after that catastrophic bridge collapse in Baltimore was located a red pickup truck submerged in approximately 2
5 ft of water in the area of the middle span of the bridge divers recovered two ve two victims of this tragedy trapped within the vehicle those victims identified as 35-year-old Alejandro ernandez Fuentes and 26-year-old Doran Cabrera today we transitioned from search and rescue to recovery we need to bring a sense of closure and comfort to the families chilling new security camera video from that doomed Bridge showing the final minutes before disaster those flashing lights on the right side of
the Francis Scot Key Bridge believed to be a construction crew filling potholes early Tuesday and in the water off to the right the dolly that 95,000 ton cargo ship the crew reported losing power and steering issuing a mayday before slamming into the bridge the camera cutting out the bridge collapsing eight construction workers on that bridge plunging into the river two surviving still missing and presumed dead Miguel Luna a father of three from El Salvador and my nor swaso Sandoval from Hondura
s a father of two Sandoval's Brother Martin saying he was the fundamental pillar of the family divers back in the chilly murky Waters today also using underwater drones to search for the victims and it's raining again now here in Baltimore all day long we've been seeing these weather conditions affecting those recovery efforts and even underwater it's very dangerous for the divers with all that mangled metal for the first time today Federal investigators boarding that nearly 1,000 F foot long ca
rgo ship now reviewing the vessel's data recorders and interviewing crew members still on the ship saying they are cooperating the main focus tonight why that ship suddenly lost power and control investigators looking at several possibilities including whether contaminated fuel played a role we don't have a confirmed answer as to what exactly the power issue was we know that the power issue uh connected and meant was an inability for there to be proper steering and proper adjustments on the uh o
n the on the vessel but we do not have uh any further details as of yet until a further investigation is completed that ship passing inspections in 2023 the Singapore Port Authorities saying in a statement the ship experienced momentary loss of propulsions Tuesday and was unable to maintain the desired heading and collided with the Francis Scott Key bridge and tonight more praise for the authorities who in the roughly 90 seconds between the ship's Mayday call and the moment of impact stopped tra
ffic on the bridge P all traffic on the Key Bridge uh there's a ship approaching has just lost their steering likely saving lives if not for several factors including those responders efforts the MayDay call the maintenance closure that was already underway and the time of day of this impact the loss of life might have been in the dozens our thanks to Gio bonitz and next to that break news of former Democratic Vice Presidential nominee Joe liberman he's died liberman was the founding co-chairman
of the No Labels party Chief Washington correspondent John Carl reports on his life and Legacy Joe lman who came within a few hundred votes in Florida of becoming the first Jewish vice president in American history had a career that was defined by breaking barriers and breaking down party lines he served four terms in the Senate representing his home state of Connecticut a progressive on most domestic issues but a hawk on foreign policy liberman was one of the leading Democratic supporters of b
oth Wars in Iraq in 2000 Al Gore tapped him to be his running mate making liberman the first Jewish American nominated on a major party ticket in the Senate liberman struck up an alliance with Republican John McCain unafraid of defying fellow Democrats he often irritated members of his own party so much so that he lost the Democratic primary for his seat seat in 2006 but he came back to win anyway as an independent he endorsed his friend John McCain for president in 200 2008 speaking at the Repu
blican National Convention and was even under serious consideration to be McCain's running mate one of the more unique careers of any modern politician John Carl joins us now so John uh liberman was involved in this no labels effort can you tell us a little bit about what that was and how it was working I mean Trevor this is a guy who was independent to the end he was a co-founder of No Labels and even in recent weeks was involved in the effort by no labels to come up with a bipartisan thirdpart
y ticket that would take on both Biden and Trump classic Joe Lieberman uh independent as I said right until the end yes to the very end and of course I would love to get your perspective John you knew liberman very well you covered him for years what do you think of when you look back on his legacy I mean I I have to say just from a a personal standpoint I I can't begin to tell you how many times I interviewed Joe liberman over the years how much time I spent with him as a senator as a vice pres
idential candidate uh as an independent so as a Democrat as as an independent and then uh in his support of of John McCain and the thing that always struck me is the the kindness of the man I mean I had make no mistake some contentious interviews with leverman over the years he never avoided questions he was always willing to engage Eng with the Press uh he felt that it was a part of his job and he felt that uh that those of us who were running around Capitol Hill as I was as a young reporter wh
en I first uh met him uh had an important job to do that we weren't just asking questions on behalf of ourselves but we were asking questions upon you know on behalf of all of the people who read our articles see us on on on television cover you know follow our coverage of the news so we felt that it was a part of his duty in communicating with the rest of America a really a really good guy a really decent human being and what nicer thing could you say to somebody after they just passed John Car
l thank you very much when I head now to Rockford Illinois 90 miles west of Chicago where a horrific scene has unfolded at least four people were killed in a stabbing spree through a neighborhood several others were badly injured ABC's Alex Perez has the story tonight at least four people are dead and five others injured after a man went on a stabbing spree in and around Rockford Illinois West of Chicago Rockford Police saying the first calls came in around 1:15 p.m. the suspect first confrontin
g a woman in her home the young lady ran from him she got some uh uh stab wounds in their hands in her face she's currently at a hospital and she is intubated she is in serious condition the suspect attacking multiple people throughout the neighborhood including a postal worker before being apprehended by a sheriff's deputy authorities is now trying to make sense of this horrific crime words can't even express the my thoughts right now and Trevor still so many unanswered questions in all this au
thorities say a Good Samaritan who was trying to fend off that suspect was also injured investigators now working to determine a motive in all of this Trevor all right Alex Perez for us Alex thank you very much and now we do want to go to Washington DC now where the national Transportation safety board is preparing to hold a new news conference on the latest in their investigation into that deadly ship accident in Baltimore that is starting right now D and I'm the chair of the national Transport
ation safety board uh with me today is one of our newest board members Alvin Brown uh member Alvin Brown uh is this is his training launch and uh we have our investigator in charge who we call the iic uh Marcel Muse as I mentioned we arrived on scene yesterday at about uh 6:00 a.m. but the team uh came in from across the country throughout the day it was really a day to get our bearings uh we uh set up our family assistance uh program and also began to develop our investigative plan and request
documents that we need in order to conduct our investigation today is really uh the First full investigative day uh on we were able to board the vessel I boarded The Vessel around noon along with our uh Marine safety team and our highway safety team and I can talk about that in just a bit but I want to take a moment before I discuss our uh some of the factual information we've been able to identify and uh speak to the families on behalf of the national Transportation safety board um I just want
to extend our deepest deepest condolences uh you are in our thoughts and prayers as the days months uh uh years ahead go forward uh certainly we are focused on you our entire mission is to save lives and our aim is to prevent this from reoccurring and we are so so very sorry for all uh that you are going through uh it's unimaginable and uh truly uh we think about you throughout this investigation so as I mentioned yesterday for those who may not be familiar the national Transportation safety boa
rd is an independent Federal agency we are charged by congress with investigating every civil aviation accident in the United States and significant events in all modes of transportation that includes Bridge collapses and it includes uh Marine accidents and incidents our mission is to determine why something happened how it happened and to prevent it from reoccurring again to save lives I want to talk a little bit about how we conduct an investigation but I think it's really important for folks
to understand that we will not analyze any of the information we are collecting we will not uh provide any sort of findings conclusions or any safety recommendations while on scene our entire focus on scene is to collect the perishable evidence that's documenting the scene it's taking photographs it's taking any sort of electronics or components uh whatever goes away once the scene is cleaned up we need to collect that information for our invest ation when it comes to digging through uh inspecti
ons uh maintenance records that can be done when we leave right now it's focused on the scene itself so to conduct our investigation we work with parties to the investigation parties to the investigation provide us technical information this is factual information that we use as part of our fact finding so if we need uh Bridge inspection data we would ask say the Federal Highway Administration uh or uh information about Coast Guard inspections we would ask the Coast Guard so parties to the inves
tigation are the United States Coast Guard uh Maryland Transportation Authority the association of Maryland uh pilots and we've invited Grace ocean private limited and Synergy Marine private limited Grace ocean is the owner of the vessel and Synergy is the operator of the vessel again these parties are part of the fact finding they do not conduct analysis with the NTSB the NTSB does that independently on its own uh and then we do our own findings uh our own uh probable calls and our own safety r
ecommendations now in order to effectively carry out an investigation we have experts throughout the NTSB in different areas and so we break up our investigation into groups those groups focus on their particular areas of expertise in this uh safety investigation we have a nautical operations group this group gathers evidence to document the actions taken by the vessel the procedures for the safe operation of the vessel company oversight Waterway management Safety Management and Regulatory overs
ight uh that group would and has uh collected uh and has asked for information on say Duty records uh licensing training uh they requested the crew list so we were able to confirm that there were 21 crew members on board the vessel at the time of this accident plus two Pilots That's 21 crew members plus two pilots for a total of 23 individuals uh on board the vessel at the time of the accident they also were able to obtain the cargo manifest now the cargo manifest we did bring in uh one of ntsb'
s senior Hazmat investigators today to begin to look at the cargo and the cargo manifest uh he was able to identify 56 containers of hazardous materials uh that's 764 tons of hazardous materials mostly corrosives flammables uh and some miscellaneous hazardous materials class n hazardous materials which uh would include lithium ion batteries some of the Hazmat containers were breached uh we have seen uh shear on or Sheen sorry sheen on the um Waterway the federal state and local authorities are a
ware of that and they will uh be in charge of addressing those issues but the NTSB as part of our safety Rec our safety investigation documents that uh type of release documents the damage and and documents the type of materials involved as part of our investigation we also have an Engineering Group uh which gathers evidence to document the design and operation of Engineering Systems including the vessel propulsion steering and power the operations and Engineering uh group was able to board the
vessel last night and they did a walk through of the vessel including the bridge and the engine room uh they were looking for other electronic uh components any sort of downloadable recorders any sort of cameras any sort of CCTV uh they did not find any of those things uh but uh that search continues uh they've also requested document number of documents including maintenance and inspection history uh and are a as we speak uh conducting interviews on board board The Vessel those interviews began
at 1: p.m. this afternoon and those are with uh the crew members on board the vessel and then again I mentioned we did board again today at 1:00 uh that was the in pretty much the entire team me uh plus office of Highway Safety Office of marine safety member Brown uh and uh um uh looked at the damage uh we were able to take a look at peer protection uh we looked at some of the damage to uh the containers and certainly uh the bridge structure now we have a recorders group uh which is responsible
for locating retrieving and downloading any recorder or recorded information that may relate to the accident we do have The Voyage data recorder uh they worked on that all day to validate that information they also have a print out of the alarms that's the the log they still have to go back and look at that and validate that information at a later time in addition to that uh we our survival factors group uh interviewed or discussed uh with the Maryland Transportation Authority police uh the tim
eline of events that occurred around the time of the bridge strike uh though that two sets of information uh we're putting together in a timeline that we will release uh through our social media channels but for right now I'm going to ask Marcel uh to go through the voyage data recorder information that we have to share with you as well as some of the information that we gathered from the police thank you chair information from the doll's Voyage data recorder or what we call a vdr was successful
ly recovered on the morning of the accident by the US Coast Guard it was provided to the ntsp upon our arrival approximately 6 hours of vdr data was provided to the NTSB the recording included the time period from Midnight to 6: a.m. by regulation the vdr is required to record 30 days of history and the ntps continuing to to obtain more data the times expressed below as recorded by the vdr and converted to local eastern daylight time all information is preliminary and subject to final validation
the vdr data is comprised of audio from the ship's Bridge as well as recordings from the ship's VHF or very high frequency radios the quality of that audio varies widely because of the um the high levels of background noise and alarms additional analysis will be performed at the ntsb's lab to filter out the audio and improve its quality Additionally the vdr recorded limited sensor data an example of that data recorded includes the ship speed engine RPM ship's heading and Rudder angle as well as
some alarm information ntsp Engineers are working to identify and validate all of that data the vdr record the ship's departure from seag marine terminal at approximately 12:39 it recorded the ship's Transit outbound in the Fort McHenry Channel and the Striking of the Fran scottt Key Bridge by 107 the ship had entered the channel and by 124 the ship was underway on a true heading of approximately 141 in the fort McKenry Channel at a speed of overground of approximately 8 knots or 9.2 mph at 012
4 and 59 seconds numerous audible alarms were recorded on the ship's audio Bridge audio about the same time vdr sensor data ceased recording however the vdr audio continued to record using the Redundant power source at around 0126 and 2 seconds the vdr resumed recording sensor data and during this time there were steering commands and Rudder orders recorded on the audio at around 0126 and 39 seconds the ship's pilot made a general VF radio call for tugs in the vicinity to assist about this time
the pilot Association dispatcher phoned the mdta duty officer regarding the blackout around 0127 and 4 seconds the pilot ordered the Del to drop the port anchor and additional uh ordered additional steering commands around 127 and 25 seconds the pilot issued a radio call over the VHF radio reporting that the dolly had lost all power and was approaching the bridge around this time ND mdta data shows The Following also occurred their Duty AER radioed two of their units that were already on scene d
ue to construction on the bridge one on each side of the bridge and ordered them to close traffic on the bridge all all lanes were then shut down by mdta around 0129 the ship speed overg ground was recorded at just under 7even knots or 8 Miles hour from this moment until approximately 129 and 33 seconds the vdr audio recorded sounds consistent with the Collision of the bridge additionally around this time mdta dash cameras show the bridge lights extinguishing additional analysis of the vdr audio
and comparison with other time sources will be needed to determine the exact time of contact between the DOL and the bridge at at 129 and 39 seconds the pilot reported the bridge down over the VHF radio to the C Co guard the ntsp will later convene a group of technical experts to review the entire vdr recording and develop a detailed transcript of the dialogue and the events and the event alarms as recorded a few areas of uh that I just want to clarify uh the data that we received from the Coas
t Guard which was they were able to obtain on the bridge uh by downloading uh the information from the vdr uh from midnight to 6:00 a.m. it that's a standard time frame they provide that IM immediately so we can see that time a time frame uh around when the accident or incident occurred uh knowing that we can go back and get the rest uh that there should be 30 days there so this is the immediate information that they give us uh but it's not I don't want anyone to think anyone anything was being
held back that's very standard information I do want to thank the coast guard for that because that was pretty immediate it was done right away and then they provided us with a uh thumb drive that we were able to evaluate uh back at our lab at headquarters uh and I'm sure you will have questions on that um I I do want to also say I've I've seen a lot of of comparison between the vdr and uh cvrs and fdrs are blackboxes on commercial airliners um this is really a basic system um an FDR would give
you a thousand parameters that's not this uh vdr is basic it is a um snapshot of the major systems on a vessel um and we have long wanted uh more record ing more parameters to be recorded on a vdr uh so that's hope hopefully something uh that we can provide uh and happy to answer more questions about that timeline but before I do I want to continue with what our team has done uh our survival factors group uh their whole role is to examine the response and so they were able to obtain dispatch log
s from the Maryland transport ation Authority the Baltimore County Fire Department the Baltimore City Fire Department to begin to put together a timeline and they will be conducting interviews tomorrow including uh with a few people uh in the bridge area now we also have from our office of Highway Safety a bridge structures group many know that the bridge was built in 1976 it has three spans the main span is 12200 ft the entire bridge is 9,90 Ft in length the average annual daily traffic on the
bridge is 3,767 vehicles per day 30767 vehicles per day the bridge is fracture critical it's a fracture critical Bridge what that means is if a a a member fails that would likely cause a portion of or the entire bridge to collapse there's no redundancy the preferred method for Building Bridges today is that there is redundancy build built in whether that's transmitting loads to another member or some sort of structural redundancy uh this bridge did not have redundancy there are 17,400 68 fractur
e critical bridges in the United States out of 615,000 bridges total and that comes from the Federal Highway Administration this bridge was in satisfactory condition the fra last fractural fracture critical inspection was in May 2023 we have not uh been able to go through that INSP section and all the documents that but that will occur after we leave uh the on scene portion but we've also requested all fracture critical routine and under underwater inspections of the bridge over the last decade
once we receive that we will begin to go through all of those documents we've also requested information on peer protection on all mdta that's Maryland Transportation Authority owned Bridges they have four uh Bridges where uh we would have uh they would have information on peer protection and we are looking at that our family assistance team continues to do their work and Outreach to the families uh they uh provide them with assistance immediately on scene connect them with the resources that th
ey need but then we continue to work uh with the families throughout the course of the investigation leading up to the board meeting and many times for many years thereafter where uh many work to get our safety recommendations implemented uh to improve safety so with that um again when it comes to analysis of any of the inspection records or the records that we are requesting that's going to take place later right now we are focused on obtaining information getting the perishable evidence conduc
ting the interviews uh so I will take questions uh but I will call on you and uh one question at a time uh please provide your name and affiliation hi Scott fuman from ABC7 News in Washington DC question about your work here and the efforts you have to make for the recovery that you're trying to get regarding information things that are regarding information things that are perishable and all the challenges on top of that with the girs the metal in the water the difficulty of having a ship with
hazardous materials what can you compare this effort to in other scenarios you deal it is a it's a massive undertaking for an investigation it's a um you know it's a very tragic event it's multimodal there is a a a lot of information we need to collect a lot that we need to analyze many interviews uh many different components to the investigation uh but this is not new for the NTSB we've conducted other investigations of bridge strikes B Bridge collapses uh we have an amazing team of individuals
who are focused on very specific areas of expertise and so I have no doubt that we will be be able to pull this uh together uh in in hopefully 12 to 24 months uh with that said we will not hesitate again to issue urgent safety recommendations before that time if we need to Pete you said that there was limited sensor data from The Voyage data recorder engine RPM heading rder angle and alarm information how upsetting is that to you knowing that there were not more parameters recorded So This is a
newer um the question is the parameters on uh the vdr and The Limited information that Voyage dat data recorders provide I'll ask Marcel to add uh to that to my answer uh this was a newer uh model uh so it did have uh additional features uh but it is very basic compared to say a flight data recorder uh where we would have a th000 parameters so it would be good to have that information key to have that information for an investigation I think Marcel can provide additional information on what mig
ht be missing go so by by this is a voyage data recorder it's not a shipwide system recorder so most of the sensors that are be recorder are from the bridge so things like GPS um the audio um Rudder feedback Rudder um commands uh are recorded on there but not engineering um the temperature of each cind power distribution sensors those are those things are not recorded on a voyage data recorder and we're looking for other sources of data in the engine room that would give us that data the vdr als
o does record snapshots of the radar and the electronic chart we do have that I just have one tiny followup which is would that have been able to tell what the source of the power outage on board the ship was we'd have to determine that as part of our analysis in this investigation too early to tell so what we have been listening to is the latest update from the national Transportation safety board as they begin to inform the public about the very early stages of their investigation into the col
lapse of the Francis Scott Key bridge in Baltimore and essentially the main takeaways of what we know so far and what they admit is going to be a massive undertaking saying this is going to be a 12month maybe 24mon investigation uh the critical piece of information that they were able to gain today was centered around the data recorder on the ship the equivalent of the black box on an airplane although they readily admit it does not have nearly as much information as they would like a lot of it
talking about uh the GPS the commands that were sent to the Rudders but it also does record the surrounding audio on the bridge of the ship they took us on a minute by minute even second byc breakdown of those critical moments leading up to the ship uh ramming into that bridge talking about how a number of alarms were going off on top of the ship talking about how for 90 seconds or so actually the sensor data on the data recorder stopped recording for whatever reason it did come back as those al
arms continued to go they could hear the pilot saying that they needed to drop anchor radioing in that there was going to be a problem and then that Collision happening a minute or two later we got some details about uh the building of this bridge the fact that it was in satisfactory condition it was fracture critical though and if one piece of that collapsed as we saw huge portions of the bridge were going to go down with it I want to bring in our Jay O'Brien who's been following this he's in W
ashington uh and been reporting on all sorts of different angles on this investigation so Jay we got a little bit of a clearer picture there from this news briefing what were the moments that stood out to you well that timeline that you referenced treasure TR Trevor the Frantic moments uh that the ship's crew was trying their best Against All Odds to avert crashing into the Key Bridge and it collapsing I I want want to walk us through just for a moment the timeline here Trevor because it is key
it leaves Port again according to that data recorder that gets all the statistics from the ship's bridge at 12:30 by 1:25 it's well underway in leaving Port again according to officials what they're getting off that data recorder it's going about 8 knots which is about 9 miles an hour uh then that power failure occurs a redundant power source kicks in but the power it keeps failing uh at 126 the ship calls for tugboats to help it that is a new detail that I'm not sure we were aware of the ship c
alls for tugboats to help it presumably steer away from making contact with the bridge and it phones the Maryland transit authority and says that they have lost power and they are headed for the bridge shortly after they try to drop anchor and steer away from the bridge they drop one of the anchors and try to avoid again making contact with the bridge a minute later 127 the pilot issues another Mayday call and says I'll quote the ntsp official directly quote the dolly has lost all power and was
approaching the bridge we're not sure if that's what the pilots said but that's how the ntsp characterized what they heard on that recorder uh in the meantime we now learn that Maryland Transit officials had received both of those Mayday calls and told existing Maryland Transit Crews who were on the bridge because of that ongoing construction remember there were eight construction workers there who were on the bridge when it collapsed to close Clos the bridge those officials were there because o
f the construction work that was done they closed the bridge to the traffic there are no Cars going over the bridge we have learned when it collapses 129 the dolly is going seven knots and around 129 is when it strikes the bridge 129 and 39 seconds the pilot radios that the bridge is down so frantic moments as they try once they realize they have lost power and thus lost their ability to steer to get out of the course of the path of hitting the bridge but they have that direct hit on one of the
peers of the bridge and the bridge collapses Trevor and today we do know Jay that these investigators were able to actually climb aboard this ship as they begin this uh collection process Gathering what they called a perishable evidence basically all the evidence that's going to go away as they continue to clean up all of this gigantic wreckage here but they also revealed a little bit among many reasons why this is a very finicky and difficult uh cleanup process J actually believe that they said
that they have some you see all those shipping containers on the ship there's some hazardous material on board there too what did they say yeah they had said something that we had heard from the Coast Guard earlier in the day which there are about 56 containers aboard that ship and there are a lot of containers on that ship it's the size remember of an aircraft carrier it's a container ship but about 56 containers we've learned have hazardous material on them now what NTSB officials say and wha
t the Coast Guard has said is that there is no risk of those containers they say causing any kind of contamination in the water uh because it doesn't look like they were among some of the uh containers near the bow that appear to be close to the water if not have fallen in and remember just how complex this process is because this was a direct hit it wasn't a side swipe it wasn't a glancing blow this was the bow of the dolly hitting the pier of that bridge and that's what caused officials say th
e catastrophic level of this bridge collapse the force of a direct impact in fact in the Aerials you can see there the road of the bridge is still across the bow of the ship and I point that out to say that one of the things we've heard from the NTSB and also heard from Maryland officials who are still conducting that ongoing recovery effort for the six people that are believe dead um is that the debris in the water in addition to the tough conditions in the harbor right now are making the proce
ss of investigating this crash and certainly that recovery effort a lot more difficult because there's Jagged metal there's a lot of debris there on the floor of the harbor circling back to that data recorder J so we know that it of course recorded the audio it gave us that timeline that you walked us through just a little bit ago uh but obviously there are some measurements not as many as they were hoping for in fact the one of the first questions from reporters was how frustrating is it to not
get all that data that you would have liked can you work us through what is some of the information that the data recorder does tell investigators and some of the information that does not tell them and they gave us a sense of exactly what it doesn't doesn't have it it it's constrained they said to the systems on the bridge it is not as fullsome as a black box that you've seen you know in the past with airplane crashes and they made a point at the beginning of this press conference to say look
we don't have all the data we would have if this was an incident with a plane because this device this data recorder doesn't track nearly as many instruments as a blackbox would on an airplane and so some of the things that they're looking at now as you mentioned them boarding the ship and continuing that investigation are the the data that they do not have that is not filtered through that recorder so some of the things they mentioned were uh uh for instance um sensors on other parts of the shi
p not the bridge uh Engineering Systems one of them and presumably that would mean certain aspects of the power of the ship too and how the ship lost power is such a critical element of this investigation it is probably the central element of this investigation because it losing power is what caused the ship to lose its ability to steer and make that direct collision with the bridge so you've heard you heard investigators there say they've got to look for other they've got to look at other parts
of the ship because they can't just rely on that data recorder because it's not collecting data from the various parts of this massive ship just the beginning of this investigation as those investigators said that they spent all of yesterday really getting their bearings and this could be a year or two as this investigation continues J O'Brien thank you for breaking that down for us and thanks everyone for watching our show tonight I am Trevor alt in for lindsy Davis ABC News live is here for y
