fact Governor Younkin has done this and we can't afford it we need people to speak out we have reached out to the governor's office to comment on the exit of the program and Virginia officials say the program remains a regressive tax that does nothing to incentivize reduction of emissions and since Virginia is not required to be in the program Virginians should not be subjected to the unnecessary tax Virginia has been a part of this program since 2017 and became a full participant in 2020. repor
