Along with that, if we consider each dimension of e-Government Development Index i.e., EGDI 2022, Telecommunication, Connectivity, Online Services, Human Capacity, in comparison to the world average, it can be seen that Bangladesh is moving forward. The government of the People's Republic of Bangladesh is allocating budget to the ICT sector, and it is increasing every year. But compared to the entire budget of the gove
rnment, the ICT budget is negligible. On the other hand, the good news is that as we saw a while back, 1851 services have become digital, among them 95% has been implemented by ICT Service Providers of Bangladesh. ing a complex service like Hajj every year and From what I understand, if you have connectivity and a smart device then these two elements contribute significantly to the digitalization or the era of Digital Bangladesh we've witnessed, where connectivity has reached everywhere. And to some extent, good-quality smart devices reaching everyone is also a necessity? The two questions that you have asked, one about local company’s’ capabilities and the other is about smart devices, So, the first thin
g I see is that, when I say about ability, it's relative. Let's say that, there are some skills, technologies, tools that are not actually possible for local companies in Bangladesh we must take the cooperation of global companies. The question is about vending, that when foreign companies are coming to Bangladesh, How I am actually blending them with local companies so that it will sustain If we want to do this sustainably, it will definitely need two sides. Otherwise, a company from outside ca
nnot operate in Bangladesh. And at a certain level, definitely Bangladeshi companies have the capacity If you look at multiple ministries, you'll notice that currently, local companies' software is operating there successfully and effectively If I come to you now, Duke Bhai the government will purchase and the private sector will mainly implement the government's plans or projects So, the implementation of this plans or projects from the private sector what are the challenges we are facing now f
rom your experience? And at the same time, if you also guide us how can we overcome those challenges? I am a very positive person. In fact, if there are challenges, there are also opportunities. Actually, in any big project, manpower is the number one requirement The domain you will work in, if you work in banking or IT security, you must have some manpower at that level Besides, finance is a big issue Another big thing is contracting So, the contract has to be such a way that financing becomes
problem-free. Maximum you will see, in our childhood, we used to see bridges which are half done So, that may be underpricing, or the contractor may have moved away with the money, or maybe the valuation wasn't right, the money wasn't received timely and the project couldn't be completed, same goes for IT projects. So, here, if financing, cash flow, this management is right, and profitability is very important No big project can be done without money or profit. So, there must be a 20-30% margin.
Smart Bangladesh- we have the vision of 2041 So, if we start a journey today, the project might be finished in 5 years. Also, we need planning, costing, procurement law a 15-20-years maintenance budget. And interestingly if your project is supposed to 40 million dollars, in maintenance, you will need additionally 40-80 million dollars in 20 years. We are doing beautiful Government projects, But sometimes the project is being closed after 3 years due to lack of maintenance budget. Does that mean
that if I would say the government is the buyer in this case, or implementing organization, is it mainly due to the lack of awareness of the implementing organization? That means before they going for purchase, they are not doing proper planning- is it like that? The thing is actually, suddenly we see tender, So actually, we can't blame the government either. We, who are identified as private, our responsibility is also to give the government some experience and ideas about the technology befor
e the tender is issued about its costing budget, maintenance cost So, when they are budgeting, there should be a coordination of the public sector with the private sector As per the clearance of that project, the PCP can be designed rightly. Amazing About this issue, we, from BASIS, a few days ago have given an idea to the Ministry of Planning that whenever a new purchase is decided or contemplated From the time of that thinking, private sector, we meant BASIS of course, means involving BASIS Th
ere has also been an e-Gov Hub, whose main objective is to the Government or the appropriate organization which is considering the purchase from that time, if only we could aware them a little more, and organize it, then maybe this will be a little easier. Duke Bhai talked about technology transfer, When the meeting of the Smart Bangladesh Taskforce was held in August last year under the chairmanship of the Honorable Prime Minister, as a member of Smart Bangladesh Task Force, I was also present
in that meeting. Then I raised this as a proposal that, in the mega projects like Padma Bridge or Metrorail, too many technologies are also being used here a local company must be included here So that, technology can be transferred and we can take it forward from there. In this connect, my question to you is, what kind of policy support can we expect or demand from the government? The policy supports that will make the private sector more competitive, private sector will be more innovative, and
the private sector can play its role more appropriately. I think two important think One thing is, everyone has to do the work sustainably. If one becomes weak, then actually we are talking about service to the citizens, we are talking about e-governance, there are many stakeholders in this sector. As there is government, there is the private sector, academia, and even the citizen himself So, if everyone does what they are supposed to do or what they are meant to achieve, if that balance can be
brought into the policy framework, then as Duke Bhai was saying, maybe maintenance is not being considered, or is the budget close to reality or as Shoeb Bhai was saying that being Smart is a relative matter, This means that during the planning of any initiative, there should some kind of engagement of everyone. A kind of engagement while making the budget, a level of engagement during project monitoring a kind of engagement to deliver the project, and later whether it is working properly or no
t, upgradation is very important. Look at India's policy frameworks. Where everyone is prioritizing giving a place to Indian companies first. which is clearly directed at the policy. And as the government itself knows, the private sector has also ensured it with their recommendations. The rules and regulations of public procurement, based on which purchases and sales are made the relationship we build up as buyers and sellers even there, I think we are standing on a 19th century policy. If we st
and today in 2024 and bring those things into that PPR framework, that what should the policy be at this time, At the same time public-private partnership, it also need to be changed or, it can be said that another level should be made in a smaller form. Public Private Partnerships are generally, if I am not wrong if the project is not of 100 or 200 crore, 1000 to 2000 crore Yes. If the project is not that type, it can’t be a PPP project. There is also a consideration to include small amounts of
money so that the PPP model can be accessible. Because now we are planning for Smart Bangladesh, right? So, at this time if we get that opportunity, with al

ntify smart initiatives, and smart planning And the country will move towards a reconstruction under the Smart Bangladesh Plan, you understand In these plans, though it is organized by the government, it is not sole planning of the government. Government knows the policy, Government is the implementer when we discuss about smart governance who will implement the technology there? Today, technology is not only software, today about Smart Bangladesh, whatever you discuss, Either AI, or IT, or mach
ine language, various emerging technologies are approaching, which will be taken forward by ICT industry. So, in those plans, in those projects, I believe industry players I will say most of our experts are in the industry, if they don’t sit on the planning table and give us proper advice, then there will be a huge gap We saw planning from 10 ministries a few days ago. There, we saw some esteemed professors from academia and several individuals from the industry as well. But I think, the number
is not very adequate. So, in the case of ministry-based ICT or Smart Bangladesh planning, The industry’s presence is desperately needed there Keeping an ecosystem in mind, what kind of transformation will happen in the coming days And from that transformation, 5 years from today I mean, after LDC graduation in 2026, what the country will achieve in 2031, and in 2041 If we can visualize that now what will happen after the transformation, and how to measure it, So, if we all move hand in hand in a
synergistic model, Only then it will be possible to build SMART Bangladesh Well said, Forhad Bhai Digital Bangladesh was a journey, we have finished it, now we are starting a new journey I think, at this time, it is very important to look back A performance appraisal is very important The performance appraisal will determine the prescription for the future So, Shoeb Bhai, if I come to you once again from that point which learnings, or working on which areas or which things should be corrected,

All the multinational companies, even other organizations, they have some resources of their own, which finalizes the scoping of the business and giving the work to the private entities accordingly And when they deliver the work again, by QC they are moving to the live production. mco Computers, I want to hear something from you about the industry. SMART Bangladesh is ahead of us, there will be many big projects, and what do we want? We want the Bangladeshi companies to implement these projects. So, how to build the next Flora, the next Beximco Computers, or another Business Automation? If we are 100 big companies now, how can we have 1000 big companies in this industry? If you would say something about our industry people. First of all, the industry is huge, we think it
is of 100-200-500 crores, but actually, it is of 5 lakh crores. We have to think too smartly to actually enable that idea into business So here, another thing for all of us who are in the private sector Everyone has to create their own domain, domain knowledge which is called core competency So, in a journey of 28-25 years, I have done a lot of work in banking and have a product. So, a certain amount, maybe half of my workforce works on this banking technology alone And that's what we focus on m
ost And then there is identification, e-passport is one And if it's a large ERP, a local ERP with an external ERP company does the work of the government in a 70-30 or 60-40 revenue sharing model, so, sometimes foreign companies have the skills to do only ERP in IT, But the business process of every country is different and business process domain, as much as Bangladeshis will understand about Bangladesh People from London can't do that So, there is a matter of huge integration between the local
and the foreign. And also, an opportunity is, whenever the project is worth thousands of crores, if 30% of thousands of crores comes to Bangladesh, 300 crores is actually being deemed export. The money is coming to Bangladesh instead of going abroad So, collaboration is very important So, whenever it can be done, many big companies like Flora, and Beximco will be created. And I will say today everyone not to do everything Have individual targets, invest, make government understand and starting
the work as a pilot, gradually operating in a large scale. 17 million people in the country, the opportunity is huge. If you charge 1 taka, you will get a minimum of 17 crore taka in any services. Why do we think of 2 years, website, 3 years, 5 years maintenance, the money we have, and then whether we have it or not in the next year Why aren't we thinking of 20-years? They may not go that deep into this thing. But I think if they consider this when I am doing an international t
ender, or in our experience we have seen many times it is happening because The project is a large-scale turnkey project. When hardware and software are combined into a single large project, then it is seen that Bangladeshi companies do not have that amount of capacity, working experience. So, then international companies are automatically entering. It is seen there The projects are of 2 or 3 years, but a minimum of 18 months to 2 years are spent to make a project. Then hardly 1 year of maintena
nce As a result, it is often seen in some cases, for the readiness of various stakeholders, Our 2-year software project is taking 3 years. So, then the maintenance period does not exist. It seems to me that both Himika and Duke Bhai said, From the industry perspective, the government really needs to go there And all the strategically important projects that are being done in India, They have taken those to the managed service model. And managed service model means minimum 10 years I will add a l
ine with Shoeb Bhai, Apart from the problems, we are talking about the 10-year projects, maintenance already we have signed 10-year agreement with the government for two big projects. So, it's not like it's not happening, or it won't happen Its practice should be increased. Big projects are being implemented So, I think, from Government, it should be spread everywhere. We have discussed another thing; software is very important in the implementation of SMART Bangladesh, if you compare it with ha
rdware. First, decide on the software, and that will define the hardware that is needed. So, it is important to formulate such a policy. As the action plan of SMART Bangladesh is being prepared now, a certain percentage of the total budget of each ministry should be spent on software Then innovation will begin. What digital services do I actually need, what do I need If the total budget allocated to a ministry, if it is determined that in digitalization, in software purpose it is said that you w
ill spend this much, 90 taka out of 100 taka goes on hardware But if it is told that, what you spend on hardware, that's a different story At least 100 taka will be spent to digitalize your ministry, which is software. Then the hardware will automatically come as a complement. So, we can go to such a plan. At this point, I am very happy that I don't have to ask many questions. little about the success story of Beximco Computers Ltd. The journey of Beximco Computers spans almost 40 years to date. The food grains of Bangladesh, especially paddy and rice, from its cultivation to spreading it all over Bangladesh, distribution, we are bringing the entire pipeline end-to-end into complete automation with the Ministry of Food. Out of more than 200 clients, the thing that I have felt while working with various ministries and organizations of the government, Now, managed serv
ices, which are of service models, have different types of service models that we have, If we can concentrate on these tasks, it is possible to solve many obstacles and challenges of e-governance automatically. If we can introduce such new service models in the partnership model in the market, which is there in fact, if we can spread that further, the the challenges we face now from the private sector, can be addressed BASIS is such an organization that always has thought leadership, or how the

One question for all of you if we want to operate properly in this important space of e-Governance and with the contribution of all of us, if we want to reach the ultimate target of SMART Bangladesh by 2041, what do you want?
