I'm 17 and I'm making and selling my own homemade clocks. I didn't realize how many people couldn't read a clock. I have a friend who can't either. The best thing to do is to teach them so that they would know for next time. Each number equals 5 minutes. The lines between represents one minute. The short hand is the hour hand. The long hand is the minute hand. The thin hand is the second hand. They'll learn if you teach them, not male fun of them. We never know someone's situation.

On Canada we used to learn at home. Was covered later in school “just in case” parents didn’t teach them.

My 13-year old definitely cannot tell time using an analog clock. They taught it once in each elementary grade (K-5) for a literal week. That's it. They also no longer teach cursive in schools so a "signature" isn't anything different than a printed name. The world has changed.
As a kid, I wasn't allowed to have a digital watch until I could tell time on an analog one...
