If the rules of the House say that Congressional members can be arrested for heckling, so be it. For guests or general public, there should be no arrest for yelling grievances as long as the individual doesn't threaten others or require complete shut down of the event. Citizens have the right to redress the government. These families have attempted to speak with the White House and been refused. Well within their rights if you ask me.
