live from case at 12 the 6:00 news starts right now a missing person's case came to a heart-wrenching end tonight at six were continuing to follow the investigation into the deaths of three-year-old Kaden Kiger and his mother 32-year-old Savannah Kiger we have been following the story as it's developed throughout the day today and tonight investigators say that toddler and his mother were found dead as the result of a murder suicide the Bear County Sheriff's Office says they are not looking for
any other suspects that actual Discovery happened sometime early this morning the bodies found here in a ditch at Tom Slick Park it's just off of Highway 151 near Loop 410 on the city's West Side during a news conference at the park this morning Sheriff Salazar says it appears that Savannah ker shot her three-year-old son and then herself deputies found savanah's car last night abandoned at that Park then this morning the sheriff confirmed the bodies found were that of the mother Ander child at
this point we are operating on the premise that it is uh Savannah and the child that that we have found uh it appears that that the there there's some evidence that there there may have been some gunshots fired the sheriff says investigators also found a gun near those bodies he says family members had called his office yesterday when they were unable to reach Savannah Kiger according to the sheriff she was due in court today for a hearing involving the custody of the child right now state and l
ocal law enforcement in Texas can arrest and detain people they suspect of coming into the US illegally that's a law which many of you know is sp4 now the Biden Administration has called it unconstitutional but earlier today the US Supreme Court officially cleared the way for Texas to begin enforcing it the question is how State and law state and local law enforcement will actually do that Stephanie heenez joins us now in the studio and Stephanie you've been looking at that very question that's
right so there's a lot of confusion when it comes to that tonight which is why law enforcement in cities and counties across their state are asking for guidance they don't know exactly how to implement s sp4 which officially by the way took effect in Texas two hours ago police and deputies are stuck on one word and that word is suspected so let's go back because the law allows local and state law enforcement to arrest and detain migrants that they suspect of being here illegally but what does it
mean when they suspect someone of being here illegally how can they tell well that's the part that some leaders have a problem with they think it's going to lead to racial profiling now as we said local and state law uh and state officers have questions about how they're going to implement as before and that's exactly what we're hearing from the mayor of Laredo which borders Mexico local enforcement officials or policemen don't have the training as immigration officer to deal with with these si
tuations so anybody can be profiled even including me I can get stopped and as for my documents I don't have them that I mean I could be arrested and then later on uh asked to produce my my citizenship so these are things that are very concerning so along those same lines Congressman hin Castro has a similar view although he flat out says this is going to cause a constitutional crisis and he released a statement which reads in part quote S4 is an alarming State overreach this law puts a Target o
n the back of anybody perceived by law enforcement to look or sound like an immigrant end quote now on the other side we spoke with representative Tony Gonzalez about 30 minutes ago he says that yes the state does need to figure out how to implement s sp4 but he also defends the new law and says it's necessary this is important where there's going to be have to be a lot of coordination between state and local law law enforcement to to make sure that this is implemented and and once again the the
sad part is this is the federal government's job and there's nothing more that border patrol would rather be doing than this now ASP we should say also allows Texas judges to order people to return to Mexico instead of continuing to prosecute them now critics also have an issue with that they say that that creates a de facto deportation system but we should add this is not a done deal because the fifth Circuit Court of Appeals still has to decide whether s sp4 is constitutional now the Supreme
Court is saying that if the fifth circuit doesn't decide on that soon then the Biden Administration and other parties could bring this case back to the Supreme Court Myra all right thank you Stephania we'll also be talking with our own mayor here in San Antonio coming up in the Q&A about that what that means for local law enforcement well tonight Amanda is in custody in connection to a shooting that happened over a year ago sapd says the 20-year-old Jose Martinez Sano the Third shot a man multip
le times in front of his family he's now being charged with four counts of aggravated assault with a deadly weapon the shooting happened in November of 2022 at a home on Hicks Avenue on the Southeast side sapd says s brano and the other suspect here Theodore Sanchez confronted a man about some money police say Sanchez then shot at a car the man and his family were in no one inside that car was hurt though Sanchez was arrested in 2022 he's also chared chared with aggravated assault with a deadly
weapon and too many things plugged into an electrical outlet the San Antonio fire department says that caused a fire and that killed three family pets the fire happened about 6 this morning in the 10,000 block of coral Village that's near patranco Road and South Ellison Drive firefighters say heavy Flames coming from the garage they were able to contain it but the rest of the home did get some smoke damage one person who lived in the home treated for smoke and lation he's okay the fire departmen
t wants to remind people people not to plug multiple appliances into the same Outlet a plan to curb big rig parking in San Antonio is on the road again we first told you about this idea several months ago back in September and while the proposed ordinance has been tweaked since then it would still keep semi-trucks from parking overnight on most city streets but Garett burer says the trucking Community says the city should pump the brakes it's not overnight parking that they're using as a persona
l parking space for weeks at a time Robert Abraham is fed up with semi-trucks legally parking on a city street close to his neighborhood anybody that's driving on on beckway going from uh west to east they can't see the stop sign because it's being blocked by the sem it's concerns like that that have his councilman Manny poas asking to further restrict street parking for 18 wheelers an idea that was presented to the council's Public Safety Committee today for the second time it's a problem is in
every single one of the districts in in the city semis already aren't supposed to park on residential streets that's about 41% of San Antonio the original proposal from September would have barred all city streets from overnight parking for big rigs the latest plan scales back to about 78% of the city but parking is already an issue a private truck yard told us in September they have a waiting list and so do the other Lots they know the alternative is the street it's tough uh they park there be
cause they don't have an option not because they necessarily want to David olsson's company riggies is building a new truck yard off I 10 on the east side their analysis found there are about 4,300 trucks within 25 Mi of San Antonio not counting larger operators that often have their own Lots meanwhile San Antonio police only found eight spots with parking for large commercial vehicles in and around the city though they noted that's not an exhaustive list but the gap between trucks and spots had
some council members downshifting it feels like right here what we're doing is we're establishing an ordinance like this that will impact small businesses without seeking alternatives to support the the businesses still the committee voted to send the plan to the full City Council in April but to discuss first not yet to vote on Garrett burer kat2 news we are now less than a month away from Fiesta festivities or festivities as I like to call them kicking off in the Alamo City today the fiesta c
ommission hosted its 133rd media day today's event a chance for Fiesta officials and City leaders to give a preview of this year's events the theme for 2024 is Fiesta for all something the Grand Marshall of the fiesta flambo thinks everyone should embody this year now they say it's a party with a purpose but I also think well of course the purpose is fun and philanthropy and that's what it's all about raising money for nonprofits but also bringing people together I think Michael went above and b

friends there though that's going to be really cool that's going to be awesome yeah yeah thanks Larry our Kap Q&A with the mayor is up next and time now for our Kap Q&A with San Antonio mayor Ron nerenberg mayor always appreciate your time here on this segment lot to talk about as usual uh we want to get right into it about s sp4 the new state law that took effect today that now allows state and local law enforcement to arrest somebody suspected of being in the country illegally do you have any
idea or have you had conversations yet about how sapd how law enforcement here in San Antonio plan to handle this well good to be with you my and Steve and we've had some initial conversations and what I will tell you is that the reason why this is being litigated uh both by the Department of Justice and cities here in Texas is the fact that it's going to create a tremendous amount of confusion within law enforcement uh enforcement of immigration law is a federal jurisdiction uh local law enfor
cement police departments need all the resources and tools and time that they have to deal with local crime uh and so this is going to create a lot of confusion waste uh unnecessary resources uh to do what I think is the bidding of partisan legislators to take advantage of this situation uh with regard to the migration crisis it's not a solution to the issues facing our border and the migration challenge uh what it will do is create confusion and also open the door for racial profiling putting a
Target on the backs of so many members of our communities I was down in South Texas yesterday talking with a number of our Mayors we agree on this um and it's something that is again distracting from the debate that needs to be happening which is uh the bipartisan solutions that were laid out by a group of goodfaith senators in the bipartisan border bill that would provide resources and would address the issues at hand now have you talked to Chief mcmanis about how you know if you're going to e
nforce this how it can be enforced well we've had some initial conversations again there is a lot of Confusion And I would leave those conversations best to our City attorney about how we can deal with this but uh it is still in litigation and again the stay was lifted by the federal by by the Supreme Court today a disappointing decision to say the least uh but it is still being litigated on its merits so this is not over in terms of the conversations and the debates about sb4 another s sp4 agai
n that that provides no solution and further demagogues the issues of migration here in Texas let's move on to the migrant Resource Center because there were questions about its future will federal dollars still be provided for the migrant resour Resource Center will it be able to continue does s sp4 play into this at all I mean there are some people I mean what's to stop uh Texas State you know trooper from just going to the migrant resource center and making arrest well they do have to have pr
obable cause and I would suggest that uh that's not probable cause just having a migrant Resource Center because again the folks who are here in San Antonio are here legally they are here legally because the Asylum process which is a legal process in federal statute has not been changed by Congressional leaders not for you know 30 40 years uh and that's Again part of the debate on the bipartisan border bill but until they have that debate the law hasn't changed um what I would tell you is with r
egard to the migrant Resource Center again this is a a operation that we are dealing with the impacts of the lack of immigration reform we don't we don't control who comes to San Antonio who comes across the border uh under those legal statutes but what we do control is Public Safety uh maintaining order and treating people with some dignity and compassion all of which we can do through the migrant Resource Center that has been federally funded uh I will tell you that our federal funding still a
llows us to continue that operation um you know the timing at this point really depends on the level of migration that we see roughly till about September is uh when we think our funding will be sustained uh but after that we we really don't have any solid Solutions other than we've got to keep an operation that maintains Public Safety Etc so what I what I would tell you is that there's some there is a little bit of Hope because I we just got some information late day that there has been a feder
al budget deal we should be getting some language tomorrow to look at all the aspects of it but what I am told is that the resources necessary to keep operations like this going are provided so in the bipartisan border legislation for instance uh there was additional $1.4 billion do for communities that have to deal with the challenges of migration through operations like our MRC so in fact if that is part of this new legislation then we would be uh have a little bit of relief in terms of what w
e will be doing for the foreseeable future again in lie of congressional action on immigration reform so you know the number of people coming across the border that's not tied to whether there's Federal funding for that or not that's not going to stop people from coming so if federal dollars were to dry up it's not something that the the feds can pay for the MRC here in San Antonio what happens then you know I hope we're not in that situation and hopefully this budget deal makes sure that we're
not but but you at you raise a good point Myra and my my question is what is the alternative because as you point out we don't control who comes over the Border we don't control who comes through San Antonio we're 150 some odd miles from the border so 600,000 people since January 23 have come through San Antonio we need a way that we can mitigate the impacts protect Public Safety maintain order and again treat people with dignity and compassion I will tell you the vast majority of folks who come
across the border are are seeking economic relief um they're fleeing violence they're they're looking for a better life this is um not unlike what we saw in pre-World War II when people would come through Ellis Island so there there is some consideration that we have to give that migrants are people who are looking for a better life coming to contribute but even all of that aside the fact that people are coming over is not something that we can control at the local level it is within the federa
l jurisdiction it is uh something that Congress should take ownership of what we have to do though is deal with the local impacts and deal with it in a way that maintains safety protects uh maintains order protects Public Safety and again treats people with some basic common dignity quickly mayor before we let you go I want to talk about downtown construction we know that there's some construction that's beginning on Alamo it's going to turn it into a oneway there have been complaints about what
's happening on Broadway there were complaints at earlier about what's happening on St Mary's primarily from businesses who think that their considerations aren't really taken into their their businesses aren't taken into consideration when this kind of thing happens are you sensitive to that and and do you think San Antonio needs to do a better job with some of these projects I am sensitive to that it's something that we've been challenged by for a while and I'm not going to you know excuse it
just in terms of Supply chains and and and um shortages because a lot of those things have been dealt with uh we did have a challenge uh with respect to construction uh scheduling and the fact that we had we we could speed up the process and in the way we collaborate with the utilities and the construction Crews that are out there um we've done a lot better on that in fact the city manager put some processes in place to make sure that when change orders are made they're done in a much more effic
ient manner so projects should move a lot quicker than you were seeing perhaps two years ago but what I will also say uh Steve is is that we've spent an inordinate amount of resources to address the impacts of construction things like um you know wayfinding making sure that customers have access uh to businesses that have been impacted by construction we've given a lot of Grants small dollar grants to businesses to help with some of the impacts financially uh what I would like us to to do is loo
k at ways that we can incent or uh construction Crews to finish faster why can't we have crews out there for more than you know multiple Crews that can work 12 or hours or more a day um not necessarily the same crew but having Sho crew shifts so that these construction projects can move faster that we can get through the construction timeline a lot faster the best way we can mitigate the impacts of construction on a small business is to make sure that those impacts never happen by moving constru
