veryone for uh allowing me to continue to serve uh this great Community it is fantastic it is so exciting so many things that we've got going on right now uh it it is a privilege to be here to to actually see some of these things come to fruition in addition to and not the least of which we're sitting in one of them and it's fantastic and I'm so excited about what the future holes for us thank you once again okay just uh thank you very much to the residents of Royal Palm Beach for entrusting me
for another two years I greatly appreciate it and look forward to it thank you I just like to say thank you to all of the people uh who helped and supported this this campaign this year um I'm humbled and and honored to continue to have the opportunity to serve this wonderful community and this wonderful Village and the wonderful citizens of P Beach so thank you and we move forward and we will continue marching down the right track let's give a hand out to our Council because I think they all ok
ay now we have some other business to uh attend to uh starting with uh regular agenda item one is resolution number 24-3 appointing Diane d Santo as Village clerk I make a motion to approve regular agenda item number number one have a motion in a second all in favor I any oppose we have no oppose Diane you're it again thank you so much appreciate it thank you our item uh uh regular agenda item number two is a resolution number 24-4 appointing Sharon almea as Village Treasurer where's Sharon ther

et the record show was a 5 Z approval okay now we move on to agenda item number four regular agenda item number four which is appointment of council Lon for the central Palm Beach County Chamber of Commerce and the Western community's Council is that you now no actually rich was chamber right yeah well for some reason okay we can we can we can do those separately yeah one at a time so right now we're looking for the appointment for the uh Palm Beach uh County uh Chamber of Commerce I make a moti
on to appoint councilman valentus the Le leaz on for the central pal County Chamber we have a motion in a second all in favor I any oppos we have no oppos I let direct record show 5 Z and now for the Western communities Council um there are some things that are going on right now and Ry and I are going to be involved in some meetings over the next few days concerning the road networks uh throughout the AC and the Western Community so I would like to to continue to toh work as the layers on then
with the with the West communities Council I'll make a mo then that mayor Pinto continue as our liais on to the Western communities Council second we have a motion a second all in favor I any appos we have no appul let it show 5 Z okay next is the regular agenda item number five which is appointment of a voting delegates for the Palm Beach County League of cities now that I know it's you Jeff Jeff right it it is but uh last year we we talked about um with Jan I think Jan you all right you board
you're still on the board right yeah you still want so if you're interested in being the primary sure then I'll make that motion that uh councilwoman ruski become the primary delegate voting Delegate for uh raw Palm Beach at the uh it says Palm Beach County League of cities it's actually well yeah Florida yeah I know right well there's two different organizations right so but this is this is for the pond yeah yeah so I'll make that motion we got a and don't we designate usually everyone alternat
e yeah to be right that needs to be the motion me own motion okay let's do do it one time um so I make the motion that uh councilwoman ruski be appointed as our primary voting delegate with the other members of the council being alternates for the Palm Beach County League of cities as it says here second we have a motion second all in favor no oppose any oppose no oppos and the final item on a regular agenda item is number six appointment of vice mayor okay as you all know we usually do this wit

nt for the meeting it's still here yeah they're back from the their coffee and cake break okay uh so with that we're going to start with reports um uh today this morning we had a Transportation Planning agency oh I gotta say everything I said again because my mic was off no the meeting is actually open it is 6:40 all right is the regular uh council meeting and uh I think that was about it for the record um today this morning the transportation planning agency had their monthly meeting uh nothing
of great significance came out of that we did uh we did an updated uh 2015 2045 long-term planning uh uh agenda we we just did some updates with that uh but one of the things a couple of things came up and I think I already confirmed this I just wanted to share this with our council members the the TPA is looking for input from all 39 cities in palmach County to their 2015 strategic plan and this morning they announced that to to date only eight cities had complied with that so I was glad to fi
nd out that we weren't one of those we one of ones that eight that complied so that's good that we got our input in we lead eight oh here we go March Madness okay but um but one of the other things I wanted just to to put out to the council to to give some thought and we can um look into this in more detail later is there is something called division zero uh plan that the TPA has and there are more uh and vision zero is a it's a lofty goal to achieve Zero fatalities and injuries from AC traffic
accidents in palmach county is that a a a lofty goal absolutely but you know you don't want to put a number on and say well how many are okay so the goal would be to get to a zero count if we could do that and many cities are adopting a resolution with a strategy or plan uh to do that so Ray maybe we can if we can get a copy of one of you know what's out there some cities have done you could bring that you know before us at some point and we could discuss you know whether or not one we want to d
o that and I would think that we should probably and how do we want to do that okay the other uh the we did do a proclamation already uh declaring this month as bicycle month I believe right and so did the TPA they did that today to that extent R we have something an event coming up to commemorate that yes we do March 30th and it is a special event on the consent agenda it's number five on the consent agenda and it goes from 9:00 a.m. to 1:00 p.m. and there'll be a a smaller shorter rides throug
hout common Park and there'll be longer rides that go outside of Commons park and there'll be a T-shirt and and celebrate bicycles do you know the what the total amount I know we've been working on this for several years of uh how many miles of bicycle paths do we have in the village we well we we do have bike paths on all of our collector roadways and actually we have several we have the on on our collector roads we have the on street bike path and then we have the at least 8ft wide uh sidewalk
s off off the the roadway on all of our collector roadways so even and we even worked with the state on State Road 80 to get a full 10ft sidewalk on the north side of State Road 80 so we have on and off Street and then we have several um just paths not on any street that the FPL line uh we have all the paths throughout the rec C all the P throughout common Park where we also have lights by the way I don't know the exact I know we have the exact mileage um and I know I thought it was somewhere ar
ound 60 65 60 that sound it's under 100 more than 50 that I do know okay we go and and and we we've been working on it for for 20 years and we've been we've been getting grants from the TPA you know most of those years and and we got it all got it completed okay good question just just going to pick up on that because we we heard about um an individual council member from bokeh uh who made a point of riding their 80 miles I think of of yeah something like that of of bike trails and paths um she
wound up having to ride more than 200 miles because they weren't connected and that's one of the things that we have here in Ro Palm Beach our our trails and paths are connected and I I heard her talking about that and I thought well and it took her a year to complete the whole thing so we're the idea of being connected is a huge thing it's very huge yeah okay because that means you can't get there from here something like that kind anyway uh okay with that um Selena why don't you start start ye
ah good evening everyone thank you very much Diane for taking care of us for this evening appreciate it um we have a couple things coming up first of all the Royal Palm Beach Community band is playing on March 26th that's over at the cultural center at 7 o'clock and they will have light appetizers or snacks so remember that Seafood Festival we just had uh the two-day event and they anticipate we had about 15 to 18,000 people in attendance over the two days so it's great to see how that event is
growing as well and how they're changing it up a little bit so it's not the same as it was last year and they keep adding to it uh co-ed volleyball but that's fifth grade to eighth grade League started and we have a maximum of 70 participants which is our highest that we've had up to this point so thank you very much to all our coaches and volunteers we have the large corporate Pavilions are now available for rent at the at Commons park and our first rental is for this Friday so it's great to se
e that people are actually out there um I had the opportunity of joining a group um that had a birthday party out there so they are absolutely beautiful they're they are beautiful they're well done a lot of time here this weekend and I know I think we talked about this is that how they had to redo the roof a little bit or we had to go back to make sure that everything was done correctly so it's they look great so thank you very much um to staff for helping out with that we also had our St Patric
k's Day senior lunch in so we had a maximum of 130 people that attended that as well we have our Saturday um Green Market this Saturday and as we talked about I'm sorry next Saturday and then as we talked about the Bike Rodeo it is uh there're three different start times there is a threemile ride a Four Mile and a 5 Mile so there is a 9:00 a.m. a 9:30 and a 10:00 start for all of those and that's over at Comm park it is free it is for the family and uh PBSO is out there as well so they have lots
of giveaways and stuff and that completes my report okay thank you um the only thing I'd bring up is uh typically the council gets invited to the high school graduation and the date is because can't believe it's under two months it's uh uh let's see May the 15th and it is in the middle of the day so it's at one o' but uh we've got that coming up and uh tomorrow tomorrow our local uh college is playing in the NCAA tournament I think around noon uh fa fa's are playing I think it's Northwestern so
uh go Al and that's it can be exciting now who are you two guys for for the whole conference the whole oh I'm going for the owls go go to the final four again I don't don't know that they will but that's okay mi take the ride anyone else want to chime in for their school you okay you know nobody else has done it right J I don't follow the M the tournament sorry I tell you was interesting I've been following yeah out you this year I've been following I don't know how this happened women's basket
ball college basketball a lot closer because I there's several players that really you got to know who they are they're doing some great things so I'm looking forward to seeing them uh yeah and in in the uh tournament this year okay all right okay thank you um good evening everyone and um so last Monday uh we had our last actually normal education Advisory board meeting where we highlight one of our schools well the school that we highlighted was Crestwood uh middle school and so we heard from u
m the principal who is Dr Stephanie n uh but before we actually heard from her she introduced two of their performing arts program of Representatives one was a coral group group who did just an amazing couple of Renditions of some songs that I think most of us knew and then they also had a jazz emble and the two things in addition to the talents that those kids showed this place has great Acoustics and so if you get a chance to listen to uh the the video the recording uh you'll be really impress
ed both with their talent and also with uh how this place really is a kind of a great little mini Concert Hall actually so um that was great she talked a lot about uh what's going on at Crestwood Middle School uh she talked about the veteran staff that she has where over 80% of her teachers have been there for more than seven years uh creswood Middle School currently has 747 students which I think is an increase over the past and interestingly enough it's a very diverse uh population uh they wer
e born in 31 different countries and speak over 20 different languages in that one school so it's an interesting environment I'm very proud of the fact that Crestwood is into their third year as a Cambridge International School which feeds the ace program at BR pom High School uh and she talked a bit about something that's really interesting uh is a financial literacy partnership uh that Crestwood Middle School has going to offer students uh to learn more about personal finances so school's got
a lot of good things going um our next education Advisory board meeting will be something that's a lot of fun and that is uh interviewing uh the applicants for the village scholarships um and we have 18 of them this year we're going to be doing that interview on April the 27th right in that room and then of course we'll present the scholarships on May the 16th uh one more education related piece of news is I think most of you all know that we have a prek and uh Child Care uh school if you will a
t um our recreation center and uh it's known as early childhood adventures and there's also something that the Palm Beach Post runs every year uh they have a bunch of different categories and it's called the the Community Choice Awards and it turns out that this year um the um education early I'll get it right yet Early Childhood Adventures uh won two Awards uh one of them for the best preschool in the county and the other for the best child care facility in the county so we're really uh very bl
essed to have um that facility and and Angie Reinhardt who was a founder and also who is the director of Early Childhood Adventures uh here in Royal Palm Beach and one last thing I want to mention is um joint meeting of uh Treasure Coast and Regional and South Florida Regional planning councils twice a year we get together with these two councils and they're interesting if you think about who they represent uh it's a total of nine counties that are represented by those two uh Regional planning c
ouncils and um when you do the calculations on population it's almost a third of the population of the state of Florida so one of the things that's always of interest is the importance of certain activities but also the amount of uh influence that a group like that coordinated interactions can actually bring to bear well it turned out that uh two subjects one of which comes up often uh is water water quality Water Management but in addition to that one that also came up U and we spent most of ou
r time on uh was the the subject of property or homeowners insurance and the rate hikes uh that continue and the the shortage of firms uh in in the state and the cancellation of policies uh it was um particularly a a good discussion primarily because they had a panel that was made up of a great combination of experts both from state government uh and from the insurance industry and from insurance associations and each of course presenting their points of view and on occasion being in conflict wi
th one another being pushed pushing back and forth on trying to figure out what can be done here to bring these these rate hikes under control uh in in Florida well we also had a member of the Congress who was there uh Congressman Jared moscowitz and of course he has a uniquely um uh powerful Insight because before he became a congressman he was the state's director of Emergency Management and and so that group and talk about watching a a kind of a rerun uh video I would highly recommend that um
I think we're all interested and all concerned about the insurance of that um uh we we deal with here in in U in Florida and I thought that presentation was Fant fantastic the the best news that came out of that was a bill that um Congressman MOS Woods uh is sponsoring uh in in the uh in the Congress it's HR 3525 which would establish a n National disaster risk reinsurance program kind of like the enip the national flood insurance program except on a grander scale it's more than just floods it
would be any national disaster it would be wildfires it would be earthquakes it would be uh tornadoes uh as well as of course hurricanes uh and the idea would be basically the federal government would be the reinsurance financial backup for any of these major catastrophes that go to multiple billions of dollars uh and that would give relief to uh Property Owners uh with regard to insurance for U wind damage and hurricanes that we experience here in Florida so it's good news it's something that u
m I think we're really fortunate to have somebody with uh Congressman background actually speaking on behalf of something that's of concern to all of us here in Florida so heck of a meeting I really strongly suggest that it's definitely going to be though I think uh an uphill climb to get that get the support we need from a national basis to do that I've already read some reports some responses to that which I think has some some basis to it has been the and I think everyone knows over the last
few years our our climate has changed dramatically in this country and we're seeing events happening in places in our country that hasn't happened before you know C floating down the street because of flooding in a place that never flooded before uh West Coast is burning down right so you get the Central America is is it's flood flooded and it's w West Coast is is is burning down so that I I hope that doesn't become the the cry that kind of pushes back on this but that that will be part of the w
hat we're going to hear from the industry across this country on this issue so stay tuned yeah that completes my report thank you yeah okay good evening everyone did you g to tell us about Fiji no what we really want to hear you know it's halfway around the world it takes two days to get there the first day is completely vaporized so I left on the 13th and I arrived on the 15th there was no 14th when I came back it was like Groundhogs Day so I had an entire Tuesday one on acad Moran had a great
time got to the airport at 9:45 flew out got to LA and it was Tuesday the trip was amazing the people are joyful they are kind they are um positive in any every way not one smirk not one negative look these just are genuinely good human beings and they sing a lot they sing everywhere they sing in the airport they sing in the store they sing at the bus stop they're just beautiful people if you ever have a chance to go take it it's awesome okay so now back to back to work um Palm Beach County Comm
issioner Sarah Baxter our commissioner is holding a town hall meeting on Tuesday March 26th at 6:30 p.m. and she's going to discuss several critical issues related to traffic congestion and wants um opinions and she's going to talk about um including the 40th Street North and 40th Avenue North the meeting is going to be held at the acreage Branch Library uh 1581 orange Boulevard um and then following that town hall meeting there will be a a Bo Board of County Commission meeting on Mage 20 March
28th at 9:30 to sort of follow up with that um speaking of libraries the Royal Palm Beach Library this is so cool is giving away solar eclipse glasses do you know the solar eclipse is coming um from March 25th to April 7th they'll give away glasses and then for on April 28th sorry April 8th for approximately 2 hours and 26 minutes from 1:48 until 4:15 you'll be able to see the um sun will be obscured by the moon and the peak will be about 33 so if you like that kind of science get out there get
your glasses and then um speaking of libraries and reading on March first I had the privilege of participating in read Across America different from our read for the record um but reading Across America at um at the Learning Center our new autism school um I had the pleasure of reading um there's a walket in my pocket to kindergarteners while they drew wets in their pockets and then I read the Lora I read The Lorax to fifth graders while they were making their um truffle a trees so very fun um t
he kids had a great time I had a even better one and I've already primed them before read for the record so we want to make sure that they're included wonderful and that's my report you want to talk about it all that the fact that we're going to be at that meeting at Town Hall you want to wait till you had your meeting with uh count well we we are I am meeting with the County engineer tomorrow and then Monday we're going to be meeting with our our district commissioner and then uh we'll go to he
r meeting Tuesday night you know our our our main theme is you know out here in the Western Community there's only three major roads to come in and out and that's State Road adovi and North Lake Boulevard and when they were planning scripts and when the county was looking at the Western communities and the all the potential development out here and whether they should go to um zero lot lines or whe they should leave it at the acre lots um we knew that the impacts of the traffic at that time and
we when we were planning scripts out in that area when the county was um they did extend New Roads into this area PJ Boulevard for one um all those homes that are between ardan Westlake GL Homes avanir and then there's two other Thousand Acre Parcels e homes they used to be called e homes and um Santa Rosa homes which are still in play they they don't have any approvals yet from the county uh but they were pursuing um smaller lot neighborhoods on those they are actually those those neighborhoods
I just mentioned are more homes than what is in the acreage the acreage has 15,000 in some homes the sum of those neighborhoods is more than that so we're we knew we were going to double the number of trips in and out of the acreage when these these properties are developed um we need more access in and out of the acreage uh the three roads that we have will not do it and when you look at the need the traffic need to go in and out um the state looked at it and they said well if we don't have ha
ve more roads we're going to have to double decker U State Road 80 I remember that one um the we'd have to we're going to have to do flyovers on all the intersections at okobe Boulevard and State Road 7 we're going to to do a fly over at the intersection of of state of okobe and Jog um so that if we don't get more access and there are there is there's places to do access we've uh you know 40 45th Street ends right there on right there at the Solid Waste Authority it lines up perfectly with 60th
Street and that is a huge employment base on on on that other side of the of that in the West Palm Beach area there PGA Boulevard is a is is less than three miles from the end from its Terminus at beine to the extension of coconut Boulevard that is in the avanir plan and then of course we got the robu which is the county has all the RightWay for robu um and they have the right away for the extension of jog to 45th Street on the west side of the turnpike so there are options there's Solutions out
there it needs to get on somebody's plan and and that is the solution for the areas talking about Paving some of these internal roads to get from one point of the acreage to another point of the acreage that's not the problem that we're having so that's the conversation we're going to have with the County engineer we're going to have with the hopefully people will listen to to some extent a lot of what what Ray shared with us um how many how many years ago was it the calerie judge uh project 20
00 the early 2000s early 2000s some of these same points were raised then and now we're at a point where we really have to pay attention and do something here because this is all projected that this is be a point we get to down the road then so thanks Ray okay I guess one more thing one more thing I wanted to follow up on on on uh Council councilwoman samio on those Pavilions out there and they are beautiful Pavilions they're huge um I think AER around should go on one of them but we get one on
a temporary basis I think that'd be perfect but but that the monies we use for that were sales tax CX and the uh for one of them and arpa for the other and and part of the the reason for the arpa money was to to improve your outdoor venues that are safer to be at when you do have pandemics and and instead of instead of shuttering everybody up shuttering everybody in so that's the monies that we used for that and U it did really finish off around that Park they did I was think and they're so nice
and Tall that the breeze come comes all the way through them and it was very nice terrific Breeze through there I don't know how they made that happened right the the fan that was that a big fan in the top that wasn't that wasn't turning I don't know why but we didn't need it really right well and that can turn in either Direction one of the goals is for it to bring the air in from from from the sides and then up out of the top and it'll always a breeze through it cul cool I spent most of the t
ime this weekend when I went out there in one of those it was nice a lot of space thank you mayor Keith how you doing man ex frog in my throat um okay my office is putting the finishing touches on our annual um legislative update now that uh we've gotten through the 2024 session we'll have our inter term memo out to you next week and then the final memo after uh the dust settles in the governor's office and a month or so after that okay um so look forward to that and then at your pleasure we can

t the record show that those agenda items consent agenda items were approved 5 Z Jan yes so this is our annual comprehensive financial report I'd love to hear the highlights for our residents okay uh good evening mayor and Village Council my name is Brandon Lopez I'm a director with Markham lop and we're your external auditors and I'm here tonight to go through um the annual comprehensive financial report for the fiscal year ended September 30 2023 before I get started I just want to make sure I
give credit um where credit is due we're here today because of the hard work um from Sharon and and shernette and their team at the finance department the audit is always a you know very cumbersome and timec consuming process and and all the requests that are made all the questions that are had a the the team that we worked with with Sharon and trette whenever we had those they were there to give us that response to give us the support that we needed and this year was a little bit more cumberso
me um than other years because we had not just a federal single audit but we also had a state single audit as well and and that's basically because um The Village spent um federal and state Awards there's a compliance component um in regards to the to the audit so I'm going to go through some of the highlights and I'm going to focus on the audit reports and if there's any questions that the council might have I'm more than happy to to answer those so this is a very I'm sorry did you want to add
something Sharon so it's a very lengthy document so I'm going to focus on just the the key items and and the first one being the independent Auditor's report and that's on printed page one and this audit report is what's called an unmodified um report it's a clean opinion it's really the only opinion you as a as a council and as a village want to be associated with so we're very happy to let the council know that they they receive an unmodified a clean opinion for the fiscal year end of Septembe
r 30 2023 one other section I want to mention um like I said before it's a very lengthy document but there's a section called man Management's discussion and Analysis it's about seven or so pages and what it does it gives the reader a little overview uh of the village and and a comparison with prior year and it lets the reader know what changes what fluctuations happen and why so if you want to read this document read anything these seven pages do a great job of giving you that overview it's goo
d reading yeah it's listen it's it's a it's a big document but there's a lot of good information in there one thing I always like to mention this audit it's kind of twofold it's a financial statement audit where we're taking a look at the numbers but it's also a compliance audit um because it's governed by government auditing standards and because of those federal and state Awards so like I mentioned this year was a little unique because not only was it a federal award but it was also state so t
here's some compliance reports um that start on printed page 96 and there's about four to five compliance reports and in those if there were any findings um that weed any issues when we were doing our procedures over those Federal rewards over those State Awards we would have to report that in writing um we're not allowed to just communicate any findings and and resolve them that way it would have to have been in writing but if you see in these um compliance reports in the back of the financial
statements there were no issues identified there were no issues of non-compliance no Financial um condition assessment issues um in regards to the village and their you know overall uh Health when you say because we would be required to report that to the auditor general We compare the village to itself in kind of like a five-year Trend but also to its peers and when we did that assessment no issues um were identified so very happy to report that as well so again it's it's a lengthy document I j
ust kind of want to focus on the the reports themselves but I'm available to answer any questions the council might have no questions can you just give us a sense of the financial position for our residents absolutely so like I mentioned before one of the things that we're required to do is take a look at the the health right of the village and the way the the Florida auditor general they there's no specific threshold there's no specific number so what they do is okay what's the trend look like
how we looking at in in a comparison over five years and to its peers and when we looked at at the Village it's a very healthy position right we have um The Village has its fund balance policy they were in compliance with that and then on top of that we also have the um unassigned the unrestricted fund balance no issues were identified when it comes to that one big swing or one big change that we had this year if you remember 2022 the markets um how they performed weren't you know the the best r
ight when we looked at the markets now we fast forward to 2023 we saw that that change right we're vering back that re regression to the mean so we saw that positive change which we expected to see right when we compare yourselves to the other municipalities but it's it was great to see it as well um on the village books and on their records so overall as of 9:30 2023 very healthy um net position and fund balance um for the village excellent thank you okay any other questions just a statement um
it's it's always so um exciting to me to see how well our um finance department led by Sharon and team to have such great books and and be as stable financially as we are um which is how we can keep that millage to not going higher I always say the challenge is to to continue to you know sustain that level of what I call level of Excellence so yes thank you if you if there no questions or comments then thank you you want to say something yeah um I would just like to thank the council as well as
Markham you know we couldn't do this without of course my staff shernette and everybody but working with Markham has been seamless and it really does help when you have an auditor that we have questions we ask we can communicate back and forth and it makes the process of the audit which is as he says very lengthy extensive and it takes a lot of work but it makes it a lot easier when you you have an auditor that you can work with and seamless communication so thank you Brandon and your team for

bout um item number seven which I think will assist us in maintaining our Good Financial condition as we go forward I mean one of the things we um we work hard at is maintaining a fin Financial condition that includes being debt free but then to with monies that are available well invested in that type of thing so I'm going to ask Sharon if you would talk to us a little bit about that particular action abolutely um so as you know that I came on in June and a lot of the things have occurred durin
g during my time that have been here and one of the things that I did look at is our investments our investment advisor how our investments are being invested and where our position is um over the course of time that I've been working with our current advisers we've had some difficulties with them um getting information and just where we feel like the Avenue we want to go with our portfolios um and so after multiple discussions with them we fill we've had um the advisers for many years I feel th
at there is it's time for a change it's time for a new approach on our outlook on you know investing the money we have a lot out there and so we have potential to earn more interest um so that's why I'm proposing that we change the investment advisor to public trust and allow us to enter into agreement great I think that's really particularly important to us because we do have a a substantial Reserve which puts us in a a place where we can tolerate a lot of the wild swings that we see uh in our
economy and also uh you know and so far as investment markets are concerned so um thank you for doing that I think that's a particularly good move so with that said sir just any other comments go ahead go ahead and and doing that all staying consistent with with the current Financial policies that we have from the council we're not looking at changing at this time okay and just a quick question so the rate of return for individuals versus obviously what we're getting so if the market is at 4% wh
ere are we projected to go if we're not getting that now so it's not so much that we're not getting the the right rate of return I mean we could possibly get a better rate of return you know the rate of return has substantially changed over time but when we have an investment we have to forecast what we're going to need that money for you know different projects and we need more of like a shortterm versus a long term so it's almost it's about how the um the money has been invested in what term s
o if we invested in a long term at a lower interest rate where now we can invest in a shorter or a little bit longer at a higher interest rate it's just about managing the portfolio to get the best rate of return we can get over our time period and making sure that we can still fund the capital projects anything that we need within the village and especially with the sales tax money not coming in right so 202 yeah and there's a lot that we have to look at because we've had arpa funds we've had t
he sales tax arpa is going to Sunset sales tax could Sunset as well so we have to look into that we obviously don't want to run out and just you know with the money we want to be able to invest it to keep prolonging the amount of money that we have in there so we can fund these projects going you know several years in the future yeah I just want to say Sharon this is uh I was delighted when um I got briefed on your your recommendation believe it or not it's something I've been looking forward to
for a while uh we went through a period where uh it was a difficult time to try to make that evaluation in terms of changing uh your your consultancies and support here but the markets are shifting they are shifting back in the right direction slower than I would like to see them but they're moving back in the right direction this is the perfect time for your analysis and and recommendation on what the changes that we should be making so thank you so much there no other questions anything else

acility The Village code can grant variances to section um 2632 F6 when special conditions and circumstances exist do not result from the actions of the applicant will not confer on the applicant any special privilege a literal interpretation of the provisions of the division would deprive the applicant of Rights commonly joyed by other properties um the minimum variance that will make possible reasonable use of the property and will be in harmony with the general intent purpose of this division
it will not be injurious to the area involved the African sorry let me back up so just an FYI this this um subdivision has received other variances to the rear setback for pools I think one of the latest ones was for three feet to allow for a three- foot setback um this applicant is requesting a 5.75 um variance which is a greater distance from the property line than what it's been approved before um the plane zing commission recommended denial this application by a vote of 4 to one and staff d
oes not support the applicants varing because staff contends no special conditions or circumstances exist and therefore we're recommending Deni and I'll turn the floor back over to you mayor thank you okay I like to make any comment uh yes uh so after our last meeting I did uh come a little bit more prepared this time I do have a diagram just so everyone can seeing Commission out of as well um just for the record purposes um as you can see U we just want to move two and a/4 feet um it's a simple
rectangular pool um and the reason we need the extra Varian is we need to keep the pool five and a/4 feet away from the house to protect the slab and the foundation so our main objective here is just to maximize our land usage while maintaining safety um as Brad also pointed out we back up to the South Florida water management plant so we don't have any foot traffic other than landscapers on on the backside um just for some simple numbers like I said it came more prepared this time than after t
he last meeting the 8ot setback that's required by cach that would be 38% of our total yard space available so we only have 21 ft wide with our new setback we would start at 27% of our yard being set back off by the 5.75 so the two and a quar feet helps us maximize our pool but also keeps our safety and everything uh in place for the land um I just as already pointed out when uh this uh Bell was designed we thought the way it was laid out that we wouldn't have this the residents there wouldn't h
ave this issue about the amount of setback obviously that's not the case the way they want up actually building those homes there which resulted in we have I guess granted similar variances to Residence in this I keep doing this I'm sorry to Residents in in this in this development so I just with that in mind uh any questions or comments for member and Council if there are none I'll look for a motion to approve go ahead all right yeah and I found it interesting to use the term how small your lot
is because as the mayor said those lots are longer and bigger than most Lots throughout the village and the intent was is that so that you did have enough room to build a pool I think what happened was is that you chose a model that was longer and took up more of the land and that left you with less backyard you are correct the two-story houses end up with a much larger yard because they go up in space where ours is stretched out as a single story unit and even the one two uh houses down from y
ou you can see is that it's not as as deep and that they were able to do that we were trying to do the math and either one of you can answer this Joe or Bradford what is the width of the pool on the my pool your pool oh we're do or your proposed pool we're doing 10 by 28 is our proposed plan okay and then we also we didn't get under contract with the pool company because we wanted to make sure we were able to get the VAR first so that's why I'm here representing myself instead of a pool contract
or anything like that and we've kind of fumbled through this process to this point um but yeah we want to make it 10 feet by 28 feet uh another thing that just kind of a funny joke is I'm 6 feet2 if we have to not get a variance uh then the pool would likely be 7 feet to maintain that a quarter off the back of the house so at that point I'd be able to brige myself over the pool but when you're sitting in a floaty it really doesn't matter so no but you might get stuck there mention earlier we ar
e already fenced off so we are protected from any and then we also just welcomed our first son to the family so we will have congratulations we will have a baby gate and another another safety layer as well that's a concern of the council that so thank you for coming in first before having your contractor come in yes any other questions comments no I mean my comment would just be I looking at the picture is to me important important I mean not a big fan of the variances but in your situation par
ticularly with it backing up to where it is it's not I don't you know there's no neighbors that I'm sure are going to be complaining about it and detrimental and as councilwoman Sammy I always pointed out I mean you see one not too far from where your house is there and given different circumstances but you know not one variance isn't binding on another but I I mean kind of want to be consistent I think so it would be good to be consistent cont so I'd make a motion to approve regular agenda item

another preschool that has this coveted title best Early Learning Center I'm gonna have to steal that if that's okay next around absolutely um so as thank you so much uh to staff for working with us um this request tonight invol site plan modifications it's really just to update the plan sheets and also to modify a council imposed condition of the site plan approval to allow 356 students because we are also asking for the special exception approval to transition from a middle school use to a co
llege use and then obviously as Bradford showed to you the wall signage so here I just wanted to demonstrate to you a side by side of what was approved in resolution number 0705 and what our proposed changes are so instead of preschool through 8th grade we'll do a preschool through college and instead of a maximum 299 full-time students which includes 75 middle students we're going to do 356 full-time students which is 206 preschool students and a maximum of 150 college students and just a frien
dly reminder that the college does uh small class sizes so there are six cohorts so each class is less than 25 students so all 150 won't be on campus at the same time there'll only be one cohort at a time in the morning early morning or in the evening and they'll be limited to less than 25 students and this is just the location of the wall signage and previously you proved the wall signage for the uh for the perro school right across the way so both signages are going to be consistent and in Har

aling approximately 3742 Acres more or less located on the north side of Weissman way we all know where that is right approximately uh 1,780 ft west of sanber uh sberry's way um I'll let you explain this okay okay I got it I got this um the applicant is proposing a de annexation of a parcel totaling 3.7 two acres of land located on the north side of wisman way approximately 1,780 ft west of sandsbury way if approved the Village Council uh if approved by Village Council the parcel of land will re
vert back to unincorporated Palm Beach County the parcel is currently vacant and it's primarily used for parking for South Florida Fairgrounds the applicant states that the purpose for this de annexation request is to allow the fair GRS to consolidate this parcel they own with other Parcels of the fa fairgrounds in order to master plan all properties collectively within the unincorporated Palm Beach County um it is important to note that this parcel was part of a 90.5 acre annexation of the Sawg
rass Center into the village via ordinance number 319 in 1989 but is only contiguous to the Village property at the the extreme northwest corner of the parcel except for at the northwest corner of the parcel requested for de annexation is adjacent to the unincorporate palmach county to the north east south and west sides as shown here on this slide um I don't know the circumstances of how this piece of property was annexed into the village in this configuration um it would not meet the annexatio
n criteria for today's standards right um um has reviewed this request and feels that the owner of the property is better served by De annexing back into un corporated Palm Beach County and therefore is recommending approval of this application the local planning agency considered this application number 23129 on February 27th 2024 and recommended approval by a vote of 5 to zero and I'll turn the four back over to you mayor thank you okay thank you applicate like to make comments thank you and t

to De annexing this piece of property the um the five benefits it would have been very difficult to site plan this this site um under our village code um they plan on you know how they have all the the transit RVs that are working the fair in the in the parking lot up or close they plan on rebuilding this section back here and using these two Parcels off of badier and and this parcel for that um when we look at our code to do that to drive through our prop the property in Royal Palm Beach to get
to the other property I it just it causes problems with with police and and whose jurisdiction is it how do you know how do you provide all the different services which which what do we respond to what don't we respond to and it it it just muddied the line it wasn't muddied when it was undeveloped but now that they're planning on developing it and and using it where people are going to be there um it looked very difficult to do under our are in the two different jurisdictions gotta good questio

or the ter term artificial turf uh section 15141 to eliminate the current prohibition on the use of artificial turf and add a new section 15-1 144 artificial turf to establish certain performance standards for artificial turf so with that I'll let you take this great thank you mayor um village staff is proposing the following um the addition of a um definition of artificial turf and that definition is an artificial grass mat manufactured with man-made materials such as polypropylene polythylene
and other materials which is used to replace the appearance of natural grass um additionally amend section 15141 general landscape requirements uh the to include the use of artificial turf and or ground cover is allowed subject to section 15144 where currently it is prohibited add an entirely new section 15144 artificial turf to provide performance standards first performance standard that we're proposing is the use and location of artificial turf shall be limited to the residential lots where l
ocated when located in the rear yard and side yards only behind the front facade of the adjacent home or structure and screened by public view as part of a village owned Recreation amenity area or in a multif family residential or mixed use development as part of a recreation um amenity the owner shall obtain a building permit prior to installation of the artificial turf artificial turf shall be treated as perious surface area and shall not occur within 2 and 1/2 ft of existing rear and side pro
perty lines and shall not alter approved shared drainage plans this is so that these um artificial turf areas don't directly drain onto somebody's property and then also to maintain the Contour the contoured areas that are designed to take that run off either to the front or to the back artificial turf shall meet minimum material standards as if it pertains to look minimum water permeability rate minimum manufacturers warranty and be led and pesticide free and meet minimum material standards AR
