has just 90 days to reply. If Pakistan doesn't respond adequately
to this notice, then India can exit
the Indus Water Treaty. Why is this treaty so important? In 1947, the British divided India
into three pieces. Mainland India, Eas
t Pakistan and West Pakistan. But not only the land but many things were divided here. Like military, IAS officers, and natural resources, like water. This is the Indus River, which passes through India
and goes to Pakistan. And then joins the Arabian Sea. Who had the claim
on the water of these rivers? What about canals, barrages,
waterworks built in British territory? Who will benefit from these? Fierce fights took place
over all these things. At the time of partition, the major canals of Punj
ab, which were built by the British, those came to India. So how much water will be released
from these canals in Pakistan, to decide this, the Punjab Partition Committee was formed. But no result came forth out of this. After partition
there were tensions in India and Pakistan. Violence was happening
on both sides of the border. We were at war with Pakistan. As a result, in 1948, engineers of Indian Punjab
stopped the water. They asked a logical question. On one side
we are fighting a war with
Pakistan. They are attacking Kashmir and we like great saints and souls giving them water. Here our farmers are suffering, why so? This was before the Green Revolution. India was not self-sufficient
in food then. Was living on foreign aid. When the water stopped,
there was complete chaos in Pakistan. Government of Pakistan came to negotiate and a temporary agreement was signed. Remember this was a temporary agreement. West Punjab, that is, Pakistan side Punjab had asked India for some time so th
at it could find alternate sources
of water. This cycle continued for the next 2 years. And then this over-smart person
came in between. This is David Lilienthal, who changed the course of the story. He wrote an article, India and Pakistan another Korea in the making. He said that because of water there can be a war
between these two countries. He forgot that even without water our two countries were already fighting. David said
that this is not a political issue, this is a technical issue and t
he engineers together
can solve this issue. This article was read
by the President of the World Bank and he got impressed. He said that the World Bank will help
in solving this issue. I have a question. Who are you brother? Who are you? Who are you? I mean, why did the World Bank intervene? Why did we, India and Pakistan, allow the World Bank to come in between? It's our internal affair and we should have solved
it amongst ourselves. But the governments
of both the countries proved that we are n
ot capable
of taking decisions on our own. Jawaharlal Nehru ji did a good thing here, that he stopped World Bank from getting involved in Kashmir issue. He said that this issue belongs to Punjab and it has nothing to do
with the issue of Kashmir. In 1960,
The Indus Water Treaty was signed. And after that, despite four wars
between India and Pakistan, we never touched this treaty. What is there in this treaty? Let's know. Chapter Two: What does this treat? Basically,
what does this Indus Water Tr
eaty do? It allocates the river water
between India and Pakistan. How much water India keeps with itself and how much water
it has to allow into Pakistan, this is decided by the Indus Water Treaty. For this treaty,
there are two types of rivers. Eastern rivers and Western rivers. India has 100% control over Eastern rivers and Pakistan
has 100% control over Western rivers. It has been clearly written in the treaty that if we use
the Western rivers' water for hydro-power, then we have to release t
his water
back into the river within 24 hours. This is called,
run-of-the-river power projects. India can control
Ravi, Beas, Sutlej rivers. Means Pakistan has no control
over the flow of these rivers. We have full freedom to build dams or water storage structures
on these three rivers. On the other hand, Indus, Jhelum, and Chenab rivers fall in Pakistan's share. Out of these,
we can only use water for limited use. On the surface
this treaty seems quite fair, Three rivers for Pakistan, three riv
ers for India. But 80% of the water
of the Indus river basin is in the Western Rivers
means Indus, Jhelum, and Chenab. Means through this treaty, the control of 80% water
has gone to Pakistan. Plus the British had made all the canals
in India, So through this treaty,
we had to give £62 million to Pakistan, so that it could build canals
on the Pakistan side with this money. A poor country like India had to pay this heavy price for water. To see whether the Indus Water Treaty
is being followed or
not, a Permanent Indus Commission
has been formed so, that it can keep an eye
on both the countries and sort out the problems. Commission members can plan visits, to inspect
water storage sites, dams, and canals. To ensure the provisions of the treaty
are being followed. This commission planned 118 visits
in the last 60 years. If this commission feels that the treaty is not being followed, then a three-tier resolution system
is mentioned in this treaty. Question, difference, and dispute. The fir
st stage is question. Where one country can question
the actions of another country. If the two countries
are unable to solve it at their level, then it takes the form of a difference. Then the World Bank intervenes. This so-called neutral expert
is a technical expert, who has the knowledge
of water engineering. Before this, many differences have been solved by such a neutral expert. For example, in 2007, India wanted to start
a 450 MW hydroelectric power project on the Chenab River. Pakistan ra
ised objections
on this project. Then the neutral expert came and verified the details of the project and then made minor modifications. To compensate
this hydroelectric power project, it allotted more water to Pakistan. If even such an expert
cannot solve the issue, then the difference turns into a dispute. To resolve the dispute, both the countries have to go
to the International Court of Arbitration, that is Netherlands. This court will hear both the sides. View all representations
and techni
cal studies, and then will pass its decision. For example, India wanted to build the Kishanganga Power Project on the Chenab River. But in 2011, Pakistan
complained to the Court of Arbitration. The court asked to reduce the height
of the power project. It dismissed Pakistan's objections and slightly modified India's design, So that the flow of water
does not decrease. All this is fine
but what is the issue now? The real issue
is happening since last few years. In 2015, Pakistan demanded
a neutra
l expert from the World Bank to protest against the Kishanganga
and Ratle Power Project. India accepted the demand
of neutral expert. In 2016, Pakistan unilaterally withdrew
this demand. And demanded that this matter should be heard
in the Court of Arbitration. That is, Pakistan tried to skip
the second step and go directly to the third step. And World Bank gave green light to both, Neutral Expert and Court of Arbitration. The treaty itself says that when the neutral expert
is giving his opinion
then the Court of Arbitration cannot conduct its proceedings. Leaving the second step, they do not need to go to the third step. If these two parties
gave different opinions, then whose opinion would be correct? The only work of the World Bank is to see
whether the provisions of the treaty are being followed or not. World Bank has no veto power to decide that who is right and who is wrong. After India's Protest, The World Bank had paused this process but mysteriously in 2022 started this proces
s again. In protest of this issue, India sent a notice
of treaty amendment to Pakistan. They said
that we want to change this treaty. International media considers this treaty as an example of cooperation. But the truth is, we make the compromises that's why this treaty is going on
till date. When it comes to rivers, you can divide them
into upper and lower riparian nations. In the case of the Brahmaputra, China is the upper riparian nation, India is a middle riparian nation, and Bangladesh is a
lower riparian nation. The upper riparian nations
always have an upper hand. They can completely change
the direction of the water. They can stop the flow of water by
making dams and water storage structures. Now in the case of Indus Water Treaty, India is an upper riparian nation. Means India has an upper hand. Indus Water Treaty
tries to bring balance in this equation. But the funny part is, no other country in the world has an agreement like this with any other country. Pakistan's leadership
often blames all their water problems on the Indus Water Treaty. They are getting 80% water
under this treaty, still they demand more control. If there are floods in Pakistan, they blame India, that we are releasing more water
from our rivers. If there are droughts in Pakistan, they blame India, that we are stopping the water. Because of this treaty, India, even within its borders cannot take any decisions
for its own people. Because Pakistan has an objection
in everything. Chapter Three: India
's next step. If you read about Indus Water Treaty you will see two types of opinions. One type says that we cannot break
the Indus Water Treaty. It will be an International disgrace. They say that if we choke Pakistan
on the topic of water, then tomorrow China will also choke us. But they forget that China doesn't listen
to international organizations anyway. It anyway acts arbitrarily. And they have already started
a water war against us. There will definitely be another video
about this. Othe
r type of people always say that Pakistan
has taken this treaty for granted. They know that this is such a weapon that India is afraid of using. Let me tell you one fact. We get some 20% of water, But according to Pakistan we should get only 13% water. The 20% water that we get like alms That too we do not use entirely. Even out of that,
we use only 93% of the water, So that we don't even come close
to breaking the treaty. Why is India being so generous? On the other hand, Pakistan with the help
of China, is nicely building barrages,
canals, dams on its side. Funding is also being taken under CPEC,
for these types of projects. It is meeting the water requirements
of their side of the population and to maintain a good image, we are ignoring our people. Now the interesting thing is that Jammu and Kashmir had told India in 2003 itself, that you should look
at the Indus Water Treaty once again. Because today the people
of India's Jammu and Kashmir cannot use this water. Now India has sent
a notice to Pakistan. The notice sent by India
is strictly confidential, its details are not available in public. At the time of making this video, Pakistan has not sent any response
to this notice. Now two things can happen. One is Pakistan
will respond to this notice and the second,
Pakistan will not respond to this notice. If Pakistan does not send any response then India can exit
the Indus Water Treaty. This will be a big win for our farmers. Because then the 80% water
we are letting go, we
will be able to use that. Chapter Four: Conclusion. You know the interesting part? When we were doing research
about the Indus Water Treaty, reading the papers, we got all the research papers written by Pakistani professors only, who show the story only from their side. They still say that this treaty was signed
by blackmailing Ayub Khan. Even after getting 80% water, Pakistan is not happy. They keep their point of view
in front of the world, which does good for their country and they get benefi
ted and that is how geopolitics is done. Geopolitics is a game of perception. There is no right or wrong here, there is just a game and there are players in the game. Every player
has to just think about his interest. But why don't the professor, intellectuals, leaders, experts
of our country share India's perspective with the world. Why don't we put our problems
and challenges in front of the world so, that there can be a logical debate
about the Indus Water Treaty. The world today considers IW
T as an example of a global corporation, is it because India cooperated
happily with Pakistan. Nonsense, India
happily gave its water to Pakistan. Thinking that this is the price for peace. But is that true? Did IWT help in stopping any war? Did Pakistani military remember this, that if they attack India, we can stop their water, and can put their general public
in a crisis? Absolutely not. They took us for granted. They took the future of their people
for granted. And this is not India's streng
th, this is India's weakness. We call water life. Water is the most valuable resource
in the world. And the situation
is that the groundwater of Punjab is getting depleted. Punjab will be a desert
in the next 20 years And then any which way, we will need the water of the rivers. What shall we do then? Will you break
the Indus Water Treaty in one stroke or fight a war with Pakistan? The important thing is that we start the negotiation from today itself. So that we can avoid the violence
that happ
ens after 20 years, so that we reach a rational conclusion
