Punjab is getting ruined today! The same Punjab which was the no. 1 state earlier, is drowning in debt today! In Punjab, known as bread basket of India, today, there a farmer has debt 8x of his income. A state where people have been contributing in Indian Army for so many years, today, that is stuck in drugs. But the question is, why? A state which brought green revolution in our India, how is it in such a bad condition? Who is responsible for all this? And most importantly, how it impacts commo
n people like you and me? Let's discuss all these things in detail! And understand that who is responsible for such a bad condition of Punjab? Our Punjab is getting migrated day by day! Drugs are high here. Drugs has increased here so much How will the revenue of Punjab increase? Punjab is drowned in debt worth 3 lakh crore rupees... See, to understand anything, it is very important to understand the 'present' of that thing. So let's understand what is going on in Punjab currently! So, this is t
he current situation of Punjab! When FY22-23 ended, the debt on Punjab was 3.12 lakh crores. According to RBI, this number is 50% of the GDP, that is, the price of total goods its people produce in a year. And even during year 2022-23 it is 4 times of revenue of Punjab! Even during year 2020-21 the total borrowings were worth 32,258 crores. And 99% of this amount was paid in debt servicing, that is paying the debt or interest. It clearly shows that Punjab is stuck in a debt trap. Where the matte
r of debt is on such a big level, then the things are done in a different way. See if any country or state is goingf through financial crisis, then they take loan from World Bank or IMF. And this debt is paid through state revenue, which is collected through taxes and other sources. But if the revenue of a state is not enough to pay the debt or interest, than in such a condition, the state or country takes loan from other organisation, and pays off the old debt. That is, taking a new loan to pay
off the old debt. And this is called the debt trap. And it is called as trap because because if a person or a state gets stucked in it, then it becomes very hard for the state to get out of it. Because it doesn't have sufficient revenue, so that they can use it and come out of the debt by paying it. One year ago, there were elections in Punjab! Where topics like drugs, migration, unemployement and the debt trap were talked about. And seeing this, people left Congress and made AAP winner. But th
e thing is that, the conditions still didn't change! Because see, the truth is no matter, which government has been in power for years instead of increasing the income of people, they try to give free facilities to the people, that is, subsidies over income. And if we see the current government, which is AAP, still things haven't changed much! And I am not saying all this. You can get all this data in interent very easily. When AAP government got power in Punjab the free schemes were already goi
ng on there, they promised to give 300 units of free electricity to every household. And alongwith that, they started the scheme of giving 1000 rupees to every woman! Now the 30% of the total revenue was spent in these free schemes. It is very obvious, when the revenue of a state is spent in freebies of a state then its revenue deficit increases more, and in such state, the capacity to do capital expenditure decrease significantly. I know, what you are thinking! That how it impacts! Then see, th
e equation is very simple. When the government comes with such a scheme then the amount to be spent on development of important sectors like healthcare, education, infrastructure gets reduced. Due to which, problems arise in the development of the state. And let's understand it with the example of Punjab! If you see the allocated budget of Punjab for 2023-24, you will see that only 13% is allocated for education! But the average alocation for education is 14.8%. If we see healthcare, then 4.2% i
s allocated there, which is les than the average of 6.3% in 2022-23. And now let's come to the infrastructure and development. Where in other states, the average is 4.5% but Punjab has allocated just 1.8% of its revenue of total infrastructure projects. Now seeing all this, many people would say that it is happening because of AAP. But no! Such a condition of any state doesn't happens because of its ruling party. ad to bring output as much as possible in every acre of land. Due to which the margins started getting reduced. And in no time, it started increasing more. And in a short span of time, agriculture and Sikh religion both had become an important matter of fighting among people. And gradually, these riots started getting violent. When these riots started in Punjab, the condition of Punjab started getting deteriorated. And by 1990s, the condition of Punjab had worsened. In 1992, neo
liberal economic policies were introduced. Due to which foreign pesticides were available at cheaper rates, due to which the difference of cost of agricultural production and its actual market price started decreasing. See, it is obvious when the production of something decreases, then the supply of that thing increases. And when the supply increases, the price decreases. Due to which the margins of farmers started shrinking. And now farmers had only one option to tackle it. That was to produce
agriculture as much as possible. And to do that, more money would be needed, and due to this, money lenders started increasing in the market. And they started giving a lot of debt. Infact, in year 2006, the loan limit per acre was increased from 50k to 3 lakhs. And help the farmers, the terms and conditions to give loans were kept loose. As soon as the loan was available easily, the farmers started buying more pesticides and fertilizers to increase the agriculture produce by taking loans. And as
a result, the land became low-output producing and toxic as well. If you see most of the places in Punjab, the ground water is used there. Why? Because government never focused on developing canal facilities. Due to which, in most of the places, ground water is used the ground water level has decreased, and because this ground water is polluted, because of excessive use of fertilizers and pesticides, due to this, people started getting sick there. And even some of the researchers said, that if
it is not fixed in coming 15 years, then Punjab can go through a severe water crisis. Imagine, such a state where five rivers originate from that can face water crisis in coming 5 years. Now because of all these problems between the years 2000-18 more than 9000 farmers took their lives. But how big the role of Punjab politicians is in all this? So, if you see the history of Punjab you would see that the politicians have been promoting drugs and corruption! Even, instead of giving employment to p
eople they have tried to get votes by giving things for free. And this is the reason, the debt of Punjab is more than 50% of its GDP. Now, this question must be coming in your mind that this is the account of agriculture. But what about businesses? So, let's understand what happened with businesses! From post-independence to 1980s, the industrial sector of Punjab has been growing steadily. Which includes textile, bycycle manufacturing, and even leather industries. But after that something extrao
rdinary changes. After 1990s, politicans started setting up their businesses. In order to run their businesses well, they started making rules for other businesses tough. The neighbour states of Punjab such as HP, Uttrakhand and Haryana provide facilities to set up the industries, but Punjab made it very hard to set up all this. And the result was that all the pharmaceuticals companies went to HP after leaving Punjab! And all the textiles industries, shifted to MP. And the rest were sports equip
ment and bicycle manufacturing. Instead of fixing this situation, Punjab govt. started increasing the cost of doing businesses. And all the governments till now justify this de-industrialisation policy by saying that we are doing all this to increase agriculture in Punjab! And they can focus on agriculture instead of other things. And this backfires badly. Leave agriculture, today, most of the people in Punjab are unemployed. That is the reason, most of the Punjabis want to leave punjab and shif
t in foreign country, or in another city! Try to understand this situation very closely. If we compare with earlier time, the land in Punjab is same as earlier, but the population has increased a lot. So, instead of just agriculture people need other industries as well, which are not in Punjab! Infact Punjab tried a lot, to attract IT industry like other states, but Punjab was unsuccessful here also. And the main reason behind this is low salaries. There is IT park in Mohali, and there is IT par
k in Amritsar also! But engineers are not ready to go there. Why? Because they feel there is so less money in IT that it is better to do farming. But there is a catch over here. It is not that all industries are in bad condition in Punjab! There is one industry which is growing well in Punjab! And the name of that industry is drugs. There are poppy plans in Afganistan and heroine is made from it. And this is sold in Punjab through the borders. But why only Punjab? The simple reason behind this i
s ecosystem! In Punjab, politicians police officals, gangsters, even small kids all these people are somehow connected to the drug racket. For this, you can see this data! From 2014 till now, more than 100 police officials have been arrested in drugs case. And in these cases, even names of politicans have come ahead. Like in 2014, Arjuna Award winner Ex-DSP Jagdish Bhola who was the DSP in Punjab Police he got arrested in drugs case, then he accused ex-Akali Dal minster Mr. Phillaur for running
this whole drug racket. Here, the sad part is that they make young people fall in their trap, and get them smuggle drugs. And just in case, they get caught the name of this people doesn't appear anywhere. That is the reason, from top to the bottom, many powerful people are connected to this racket. Even in year 2016, the Union minister of state and home affairs admitted in Rajya Sabha that in Chandigarh, many police officials and jail officials BSF and RPF employees and even many politicians hav
e been arrested in drugs case. And the sad part is, depsite knowing everything no action has been taken till date. And who are becoming victim? The common people of Punjab! And this is the reason, most of the people in Punjab are leaving Punjab and getting settled in countries like US, UK and Canada. If we look at the data, every year more than 1.5 lakh people are leaving Punjab! And why are people doing it? Because where the unemployment rate is just 4.8% in whole country it is 7.3% in Punjab!
And if you go to any village of Punjab you will see that there are old people more than youths. Because youths are leaving Punjab! This is about employment. Employment happens when there is education, if we talk about education, then there are 2.80 crore students in Punjab! And you know, how many colleges are there? Just 47. And last time, in 1996, permanent teachers were recruited. And from then till now they are using guest faculty and temporary staff. But wait! Accepted that the condition of
Punjab is very bad. But how can all these things be corrected? When the conditions are like this that the 20% of the total revenue is being used to pay the loan interests then there is dire need of taking immediate action. First of all, the overall economic policy of the state will have to be a fundamental structural reform. Especially in agricultural sector. So that people don't leave Punjab and shift outside. Second thing which Punjab need is 'Pro-business policy'. Such policies which attract
different businesses to come in Punjab and invest their money so that employment opportunities can be created there. Third and most important, central government should issue a moratorium and a special relief fund so that Punjab which is using 45% of its revenue to pay the loan interests that whole money would be saved. And with that money, Punjab can focus on its development. Last and most important, Punjab has to take strict actions at the earliest against druges and corruption! Otherwise it w
ill ruin the people of Punjab! But the question is, will AAP govt. would be able to do this? Only time would be able to give its answer. Because it is said that what is good for economics is never good for politics. Now the most important question, that what can common people like you and me do about this situation? What steps can we take to fix this situation! First thing, people like you and me have to understand that the government is not made to give your freebies. Their actual job is to cre
ate employment opportunities for you not providing things for free. Because the truth is that there is nothing free in this world. If you are given something free, then someone else is paying for it. And that money is going out of your pocket. And not just Punjab but also many other state govt. do this. Before elections, they promise you to give freebies to get votes. And after elections, you are given freebies also, but remember that there is nothing free. If the government is giving you someth
ing free then that money is going out from your pocket. That money could be used in development but now that money is being used here. This condition of Punjab raises one question in our mind, that whenever it is going on, why don't we ask questions from the govt? Our job isn't just changing govt by giving votes, rather we have to see also that what the ruling govt is doing. Even in West Bengal, the state government is focusing too much on freebies rather than creating job opportunities. Additionally, a massive corruption racket has been revealed recently in the state government's teacher recruitment. Karnataka has started following the same path.. Today bus travel throughout the state is free for ladies. Next scheme is to give 200 units free. They planning to give Rs 2000 per month per lady head per family. Then 3000 per month for every unemployed youth. And I am trying to get my mom enrolled and avail the free 200 units electricity.
