Minister Lavrov, you talked about a lot, US
policy, NATO expansion eastward, the situation at the United Nations, Macron's comments,
the situation in Gaza, we're going to get into all of that. But I specifically want to ask you, because
the tone that I seem to have gotten from your opening remarks is it's action-reaction, I
want to find out a little bit more where you see Russian foreign policy is taking the country. Where do you see it? If you could paint me a picture in 10 years,
where is Russ
ia as a result of its foreign policy? In the middle, of course. You know, President Putin recently delivered
a message to the Federal Assembly. There he very succinctly, but clearly reflected
our current philosophy. For many years after the Soviet Union disappeared,
after the new Russia was experiencing its formation in a new capacity, we believed what
the West promised us. They told us that now a period of general
prosperity has arrived, that there are no ideological opponents, that we are all
in
the same boat, and that we will honestly live and work together for the benefit of us all. It turned out that all these promises were
fiction. We did not feel any equality in economic relations
with the West. It took us a long time to join the World Trade
Organization. The European Union, as the Russians say, pulled
out all the veins from us, it bargained for concessions. And much more was present in our relations
with the European Union, as with our closest neighbor. Although we were the lar
gest trading partners,
any economic actions, steps, agreements were given to us with great difficulty. And in the end, they deceived us on the issues
that matter most to us, on issues of equal and indivisible security. This principle of equal and indivisible security
is written down in a number of decisions of the so-called OSCE, the Organization for Security
Cooperation in Europe. Starting from the 1999 summit in Istanbul,
it proclaimed this principle, and then it confirmed it more than once, i
ncluding at
the highest level. This solemn commitment states that no single
country or group of countries in the Euro-Atlantic region will claim dominance. And NATO was engaged in the fact that with
one hand it signed such a commitment, and with the other hand they signed expansion
agreements, constantly violating all the principles that they seemed to honestly agree upon within
the framework of the same OSCE. And I won’t say what happened next with
Ukraine. You know all this. There was a coup d
'etat, a regime completely
subordinated to the Americans, who even before this coup d'etat, hundreds of employees worked
there in ministries. Just as they now supposedly have their own
mercenaries, but in fact there are career officers there, including the British and
French. We know this well. And it all ended with what we have now. When the Minsk agreements were concluded,
then we once again believed that it was possible to agree on a way out of the crisis in which
Ukraine, especially its east
ern regions, found itself. We thought we could avoid any negative consequences. Twice during the period when NATO began to
expand uncontrollably, we proposed concluding a Treaty on European Security. In 2010 and again in December 2021. The West arrogantly rejected our proposal
to codify what had already been accepted as a political declaration at the highest level. The West simply rejected it. And the West said that their relations with
Ukraine are none of our business. And that NATO will do wha
t it wants. At best, let's talk about some restrictions
on those intermediate- and shorter-range missiles that were prohibited by the treaty from which
the United States withdrew, and which they will build with us, but, they say, we will
limit their deployment near our borders. Therefore, the OSCE was unable to do anything,
although this Organization was the place where all these solemn and pathetic decisions were
made. And therefore, for us, this structure no longer
represents any platform on w
hich we can rely. The principle of consensus has been violated. The Secretary General and the OSCE Chairman,
who changes every year, openly take one side. For many years, while laws were passed in
Ukraine to destroy Russian education, Russian media and Russian culture, the OSCE was silent. Just as it was silent decades before about
the fact that in Latvia and Estonia the status of statelessness is still preserved, when
ethnic Russians living in these countries, and, by the way, voted in referend
ums for
the independence of Latvia and Estonia, they are not grant them citizenship. Now they are starting to throw these people
out of the countries I mentioned. And the OSCE is silent. Therefore, our President, in his message to
the Federal Assembly, outlined our initiative or our awareness, if you want, of the reality
that is now emerging, namely, the importance of developing cooperation on the Eurasian
continent with the participation of all countries and all organizations located here. And
the basis for this process is already
being created by the relations, for example, that have been established between the Eurasian
Economic Union and the Shanghai Cooperation Organization. Between the EAEU and ASEAN. Between the SCO and ASEAN. We see the prospect that
the Cooperation Council for the Arab States of the Persian Gulf will join these efforts. The Arab League and a number of its members
are also located on the Eurasian continent. And this initiative leaves the door open for
European
s. If they understand the complete dead end of
their current policy of maintaining their essentially colonial dominance, arrogance
and lack of any responsibility to their voters, whose standard of living they are sacrificing
to the Ukrainian regime. And they don’t just make sacrifices, but
proudly, for the whole world to see, they publicly talk about it. Then we'll see. So, Eurasian security is a natural process. Moreover, the center of world development
has shifted to the Asia-Pacific region, p
rimarily to South and East Asia. In general, Eurasia is now the engine of world
development. Euro-Atlantic has already lost this role. This is roughly how we see the future. Mister Lavrov, at the beginning of your answer
you said, of course Russia is at the middle. I'd like to point out that Turkey is actually
– if you open up Google Maps, Turkey is in the center. Well, there are some maps in Turkey
that have large parts of the Russian Federation in the wrong color. I hope these are not the map
s you mean? Okay. You briefly mentioned the French about five
minutes ago. I want to ask you about a particular comment
made by the French President Emmanuel Macron at the beginning of the week. He said when it comes to the issue of Western
troops on the ground in Ukraine, he said, quote, nothing should be off the table, nothing
should be ruled out. The United States has subsequently come out
quickly, denied this, saying that this is not on the table, as has the UK and Germany
as well. You were
asked by a TRT World reporter about
a couple of hours ago what your thoughts on this comment was. I believe that your remark was short and nonverbal. I was wondering if you could actually comment
on how this series of words has played out from a Russian perspective and the reaction. Yes, sure. And this was not a reservation from President
Macron. Because when he said this, his subordinates
immediately rushed to correct the impression that was made on the world community and even
on the European
Union as such. There, many began to categorically refuse
his words, including Chancellor Scholz. But mister Macron’s subordinates, including
the new Foreign Minister, began to say that he did not quite mean it. And, on the other hand, as he said, you can
send troops there, but they will not fight, but they will train. And this will not necessarily lead to war
with Russia. That is, maybe this will lead to war. The very fact of the deployment of troops
was recorded. Or rather, the desire to offici
ally send in
troops. Unofficially, they are already there. Without these so-called instructors, Ukraine's
long-range weapons could not be used against Russian cities. We understand this very well. There is a lot of evidence for this, and new
evidence is emerging. And Macron, after all these exchanges that
were caused by his statement, he said, as I understand it, yesterday or today, that
he does not retract his words. But you mentioned that Washington began to
distance itself from this position.
This is not entirely true. Indeed, President Biden said something that
they were not going to fight. But mister Austin, the US Secretary of Defense,
leaving the hospital, said that if Ukraine is defeated by Russia, then NATO will have
to fight Russia. There is a quote from him. This is exactly the point. Therefore, this is very serious. And at the same time, they accuse us of putting
nuclear weapons into space. Our President has already given comprehensive
explanations for this. And the best fa
ct is that for 15 years or
more, our joint draft treaty with the Chinese on the prevention of an arms race in outer
space, which prohibits the release of any weapons into outer space, has been on the
table of the Conference on Disarmament in Geneva. The Americans are blocking it. Now they have decided to blame us for this. This is an old scheme. When they needed to withdraw from the Anti-Ballistic
Missile Treaty, then President George Bush junior said that they needed to fight North
Korea, Iran,
they say, they have all sorts of bad weapons that threaten the United States. But it was a mistake. Then they had to withdraw from the Intermediate-Range
Nuclear Forces Treaty. They just wanted to go out and create, as
they are now doing, ground-based missiles prohibited by this treaty. But before they left, they blamed us. They said that we had allegedly already acquired
this type of weapons. To this end, President Putin officially sent
a message to all NATO members. And the Americans said tha
t we have deployed
these types of weapons in the Kaliningrad region. Putin sent a message to all NATO members,
officially inviting their experts to the Kaliningrad region to inspect the missile launchers located
there. In response, he asked them to allow our experts
to visit Poland and Romania, where American missile defense systems were deployed, which
could be used as strike weapons, and which from this point of view fell under the treaty
in question. They didn't even try to discuss this messa
ge. They simply refused us. They said that Russia is violating, and therefore
they have nothing to even check. They did the same with the Open Skies Treaty. Before leaving it, and this agreement was
a serious confidence builder, they said that Russia was violating this agreement. That's all. Although the violations were primarily on
the western side. Therefore, the Americans are probably now
accumulating unnecessary arguments in order to refuse any agreement on not withdrawing
weapons into space
. Well, our President responded very clearly
to all these fabrications in his message. It's just nonsense, as he put it. And that those who are driving such a militaristic
wave must be aware of their responsibility. And we really hope that the population of
these countries understands what their elected representatives are playing with.

My fellow citizens are either crazy, uninfomed, or stupid - except for a minority who rely on a handful of honest journalists on the internet. I live in fear for the future: I fear war, currency devaluation, and civil unrest. I am ashamed of my country's behavior in the world: its warring; its violations of international law; its lies and hypocrisy. I would leave the USA, but I am almost 92 years old, and I doubt another country would want me. I think that Vladimir Putin and Xi Jinping are courageous and exemplary leaders of China and Russia. My best wishes to them and their peoples!
