I think Toronaga's pretense to surrender was not just to force his vassals' hands into a fight for survival but also to sift out anyone who would abandon him so that Crimson Sky would be coordinated with nothing but his most loyal followers. I also feel that Gin and The House Of Willows were actually shinobi (who had historically helped Ieyasu in an escape and later hired by him) and they would be one of the hidden cards to be activated during Crimson Sky. That would explain why Gin and Kiku were so perceptive and intelligent.

I still think that Toronaga has things under control, according to history itself and the book, he became a Shogun and made Japan live in peace afterwards to the point nothing too interesting happened for hundreds of years. The show makes us tense by thinking everything is lost while we cheer for him, but the dude is actually smarter than it seems.
