onnecticut's news station 6 o'cl good Tuesday morning thanks so much for starting off with us here on FOX 61 and FOX 61 plus America areas and I'm Tim Lamers good morning happy Tuesday bit of a wet start to the day out there and there's a lot more water coming here's a look at some uh rain and fog overnight in hartford's Frog Hollow neighborhood uh the you know W roads are a little wet now a little bit you know nothing nothing to be too worried about yeah not now but there is more on the way and
uh we can apply that statement more on the way to this morning or this afternoon well for the rest of the week as a matter of fact so there you go there's your short medium and long range forecast all in one good morning to you it's an unsettled Tuesday and not a lot of rain out there now but there is more on the way temperatures remaining mild uh but there's enough rain that we may see some flooding in some parts of the state before the work week is done we'll talk about that coming up here's
a satellite radar picture plenty of clouds got a lighter wind out of the Northeast and just a little bit of drizzle but there is more moisture on the way so this will be here uh before the uh morning commute is done and we'll keep some scattered showers in there throughout the day it is warm obviously too warm for anything other than rain 39 the low number on the board in torington will manic Hartford you've got 43 right now here's the guy idance for today you'll see some scattered showers devel
oping moving in from the south couple of pockets in the afternoon of some downpour certainly possible so uh after school activities keep that in mind uh you may be well you definitely will see some rain uh you'll likely need your umbrella and your rain gear too and this tapers off tonight but we are not by any means done with the rain just yet potential for today about a half an inch that's just today we'll show you the long longer range numbers coming up in a little bit but uh here's a look at

e jury will be back in court for a second day as testimony continues this morning in the trial of state trooper ran North he's been charged with manslaughter in the shooting of 19-year-old Mubarak soulaine in 2020 yeah we've covered this case every step of the way now Fox 61's Brook Griffin is back at the Milford courthouse this morning with a look at what the topic of questioning has been in the spotlight the most Brooke what is it well the biggest Topic in the courtroom that we saw yesterday w
as Solomon mental health and how it played a factor leading up to the hours of that shooting his family said on the stand that he was just simply not doing mentally well in those weeks leading up to the shooting now the answers from the victim's mother sister and girlfriend were brief but often emotional as they were questioned by both sides of the case here they said that he suffered from schizophrenia and bipolar disorder telling the jury what he was in a manic episode in the days leading up t
o January 15th 2020 on that day police say Soloman was stole a car after trying to steal a phone from a night a store at KNE Point Police chased him from Norwalk to West Haven and that is where he crashed officials say North shot Soloman seven times through the driver window at close range claiming he had a knife and looked ready to use it the Inspector General said the shooting was not justified because police were not in any sort of imminent danger Solomon's family said his mental health probl
ems were severe and they tried to keep him as safe as they could symptoms uh that he showed was confusion uh um he didn't know what his surroundings were he didn't understand where he was is that fair to say yeah just paranoia and confusion okay and that happened regularly when he had his episodes when he had his episodes yeah the defense also presented Witnesses yesterday including a Norwalk officer involved in that original Chase he told the jury that he called off the pursuit because the spee
ds were too dangerous with too many people on the road officials say the chase started again after Troopers Were Somehow given the wrong information that they should engage if they saw that car that's when North got involved and made contact with Solomon following the orders that were given over the radio and I'm sure that's something that we'll hear a lot more about today as they continue that line of questioning and presenting evidence both prosecution and the defense will be back at it today

was recorded on nolwood drive at the time the city said it shows tabisa Rich who's a community engagement coordinator for the City Department of Arts culture and tourism the video showed her yelling into a megaphone while protesting the Israel Hamas War now the city said that protest and some related social media posts she later made all violated the city's code of conduct so she now has to attend cultural sensitivity training mayor uh El's office released a statement about that recommand and pa
rt of that state reprimand I'm mean to say part of that statement reads quote while city employees can have different and strongly held views on important issues there is an appropriate time place and manner in which to express them and incidents and statements of this nature will not be tolerated a motorcyclist is dead after being hit by a vehicle in Enfield police say that the driver who hit the bike took off the hit and run happened in the intersection of Route 190 and Water Street just befor

l the state says it expects to have a multi-million dollar Surplus by the end of this fiscal year the comp trollers off office released the latest projections yesterday the report shows $67.99 million in the special Transportation fund the state says the Surplus is partially the result of the fiscal guard rails that lawmakers set up and starting today millions of veterans exposed to toxins abroad or at home are now eligible for VA Health Care years earlier than anticipated now this is because of
the EXP expansion of the pacted ACT which President Biden signed into law in 2022 the ACT laid out a phased in approach delaying full implementation of the law for eight years but the VA decided it should start sooner because it had the resources to do so it is simple Justice men and women who serve our country who are exposed to these kinds of toxic chemicals should have this benefit all veterans who were exposed to toxins including those who ser served in the Vietnam War the Gulf War Iraq Afg
