In Brazil, members of a cartel mistakenly executed 4 doctors for confusing them with members of a melicia, after which they were executed by the cartel itself and handed over to the police. Weeks later, 21 machine guns were stolen from the army's war arsenal, 12 of which are 50 caliber, the army began a major operation to recover them and it didn't take long for the same cartel to hand over the weapons to the authorities.

I live near the border and pray for Mexico. There is a ton of infighting going on inside and it's hurting a lot of innocent people. Be willing to bet these idiots acted on their own when kidnapping those people to extort extra money for themselves. There is no honor among thieves as they say, but for the cartel to hand them over and formally apologize tells me this was something that wasn't cleared to happen or at least in the way it did.
