It's mostly the British who have a jealousy issue. Most Americans love and respect India. I am sure you can find anecdotes. NASA has been working with ISRO for a long time and has shown respect and appreciation to India on many occasions. Elon and SpaceX have congratulated and spoken very highly of ISRO many times.
